After a small bit of testing (about 10 minutes worth), I can already tell that this trinket is garbage.
The main reason is due to the ICD, which I believe to be around 2 minutes
318 LB casts and 30 ticks (5 procs), in addition, it does not seem to proc from elemental mastery.
Also, With 6160 sp, the ticks were hitting for 1333/1332, so the scaling with Spell power is terrible as well.

I do think it has no ICD: it can proc twice and even more :) It's sad that ilvl333 trinkets don't have +X int.

Leaving aside the question of this trinket's ultimate value, the proc is pretty cute. 5 ticks, each with a 10% chance to spread. If you actually have a situation where there will be mobs in proximity (for sake of argument, let's say two mobs), that amounts to a roughly 41% chance of a spread. If it does spread, there will be a 41% chance it comes back to the original mob at some point, with a joint probability of about 17% that it will wind up back on the original mob. So you see where this is going?
Is the proc stellar? Not really, but it is certainly nifty, and a lot of fun to play around with on packs of target dummies in Orgrimmar or your city of choice.

According to my recount, this token increases my damage in instances by approximately 2%.
I tested this across 3 separate non-heroic runs and it was all ~2%.
It could be a substantial trinket for PvP in high-density BG areas like the Workshop in Isle of Conquest, but I'm not entirely sure of its effectiveness there. Regardless, any extra damage is good by me and the +int bonus was the highest of the available trinkets I had come across.

I tested it on our argaloth kill this week and it did 113 dps from the vengeful wisp. On other attempts it did anywhere from 110 to 160dps. It appears on 2 lines in world of logs, I'm guessing because of the 10% chance to proc on a random nearby enemy.
This fight was (5:02) long. The numbers were from an elly shaman. I think why some people think they see it proccing again while a proc is active is the trinkets 10% chance to proc on a random target.
Interesting to note the vengeful wisp ticks do crit as well. Here is the WoL info:

The damage over time effect appears to stack. A mob I was fighting was afflicted with two Vengeful spirit effects over the course of a fight.

Works brilliantly on the Grim Batol trash that is already at low HP following the dragon zerg, as we always pull this all at once, due to Polymorph healing the target back up to full.
Also you shouldn't be fighting monsters next to CC'ed mobs in the first place, every pull, both instances and raids have ample space for a CC pull back pull. Just unequip the trinket when you CC if you are that concerned about it. No matter who you are with in dungeons (and with the trinket being a green, I would assume either 85 Normals or entry level heroics) you should never assume they are competant players. I will always do whatever possible to avoid other people from being given the oppurtunity to mess something up, and pulling the current target way back from the CC'd ones is pretty much a mandatory tactic on all trash now, because there will always be a Paladin tank dropping Consecration into the CC'd mobs, or a headcase Warrior Bladestorming.
I haven't seen it proc once on a Polymorph yet though, as I don't think it is classed as harmful.

This trinket is quite useful for a boomkin when you're spamming IS/Sunfire on trash mobs. The proc gets a bonus from
Moonkin Form
,
Moonfury
(Just the damage increase, not the crit damage increase), and
Total Eclipse
.
Dummy testing, with no other trinkets, and no earth/moon on the target
Non moonkin form - 1223; 1891 crit
Moonkin form - 1400; 2163 crit
Moonkin form, Solar Eclipse (46%bonus) 2043; 3064 crit
So for dungeon runs where you're just sitting in Solar Eclipse, multi-dotting everything and spamming Sunfire, this trinket is pretty useful.

This evil little thing is a disaster to use in groups.
One important omission in the tooltip: The secondary effect doesn't jump to the NEAREST enemy. It will pick an enemy at random, anywhere within its excessive range. The spell description says 40 yards, but I've had it hit things from extreme distances like the length of Ozruk's room, or pulling the SFK stable zombies while fighting gargoyles. It will pull groups you aren't even fighting, ignores LOS, and as mobs come running from miles away they will chain-aggro any packs you've carefully avoided.
Don't let the attractive qualities fool you, it offers nothing but chaos and repair bills.

Basic information:
The proc is very reliable at breaking crowd-control spells like

, so avoid the trinket (or at least use it with caution) if CC is necessary.
The application of a DoT can trigger this trinket, but I have not seen ticks of DoTs trigger it.
One debuff can trigger multiple offsprings over its duration.
Its damage is affected by all talents and effects that increase the effects of the whole Nature school. This includes the druid's

and Eclipse, the shaman passive
, and perhaps some others.
Some technical information about the underlying mechanic:
There are two effects connected to this trinket (which are indistinguishable in-game apart from their spell ID):

. One is the initial effect triggered from the player's spells (I will also refer to it as (A)); the other is the subsequent effect (B) which is triggered when the proc wanders (it can be triggered by the initial effect (A) or by itself (B)).
Both effects can be active at a target at the same time, but each one only once. If (B) is triggered on a target with (A) active, the target is then affected by both effects; if (B) is triggered on a target already affected by a (B) debuff, the debuff will simply be refreshed.
The initial effect has an internal cooldown (probably somewhere around 90 sec), while the wandering effect has no internal cooldown. As a result, only one (A)-type debuff can exist at any time in a battle and it will expire after 15 sec, while multiple (B)-type debuffs may be present.
When spawning a new offspring, a random target in the area is picked; this can even be the target which is affected by the triggering debuff (which will either add a second debuff or refresh one, as explained in the second paragraph).
Every debuff seems to have a chance to jump to one additional target per tick. I've never seen a single debuff jump to two targets from a single tick.

We did an alt raid on BoT, and somehow pulled whole rooms, we even pulled the dragons when we were still in the middle of the room before them... took us until the cho'gall trash to find out what was happening.. after yelling repeatedly at our low geared ele shaman.
Whoever designed this must be a sadistical jackass, seriously... a boss in a different room is not "

Okay, now here's where I am slightly aroused.
Demo/Aff locks, this trinket (and when it procs twice or even three times on the same target) does in fact count as an extra dot for your felhunters shadow bite. While this trinkets procs damage isn't the best by itself the extra 10k on a shadow bite crit is!
So.. sexy >;o

This trinket is great for 'lock in Tol Barad! It will have to be something damn good that persuades me to replace it in slot for this type of PVP.
