See the Darkmoon Card of the North spell for probability analysis.
I saw some math that showed that if you make 75 cards, on average you'll have 29.04 of the 32 cards. You could get lucky and have all 32, or you could be unlucky and only have 25 of them.
Advice:
Make at least 32 cards, sell the duplicates, and buy what you need. Hook up with another scribe to see what duplicates he has.

Aparently the Caster trinket has been changed.
The trinket you get from the Volcanos deck has 321 mastery instead of 321 haste.

I am not enjoying making these cards at all. At first, I was excited by them until I saw the AH prices for herbs. I'm an herbalist but it takes a bunch of plants and volatile life to make these things.
I"ve spent 4 days picking a ton a plants and spent about 17,000 gold just to make 40 cards. Out of the 40, 19 of them are duplicates. I've gotten the Five of Embers five times. As well, as a couple of other Ember cards 3 times. To make things worse, I've been having to go Dalaran 4 or 5 times a day to turn in Blackfollow Ink for Inferno. There is no port, and rarely a mage on when I need one and I'm just getting sick of WoW period. With all the dailys and crap, you would think they could at least have a port to Dalaran. It's just a nother waste of time. PUT A PORT IN DALARAN!
It's also hard for me to believe that Darkmoon Cards are totally random. These follow the same pattern as Northrend cards and there is a pattern. Make 4 cards, 2 or 3 will be duplicates,. Make some later in the day, all duplicates. Basically, you have to pay your dues to get a new card and it is not totally random at all. Make too many cards a day and your pretty much screwed, unless you make enough to get over the Daily Hump, which is too expensive to do with the prices of herbs in the auction house right now. And there is way to much competition for herbs right now. It takes soo much time, to gather enough herbs to make a card.
What is also frustrating is that if I do make a Darkmoon Card, I'm going to have to wait for the Darkmoon Fairy, which isn't until about 2 weeks away. (The release of Cataclsym was not timed very well for Inscriptionists.) Already in AH, 359 trinkets are appearing and selling for 50K. People who have spent 50k are not going to want spend another 50k on a Darkmoon Card even it is a little better, which only a couple of Darkmoon Cards may actually be tops. Not a lot of people have 50k, so this waiting period is limiting the customer pool.
Anyway, I can't find anyone to trade so far. I'm also disappointed by them changing the caster trinket to mastery. Haste is really what I need for my spec and I wanted one card for myself. I guess when I do make a card, I'm selling it for at least 50 to 60k just for all time and money it costs. I'm hoping to make one batch of cards and then move on to something else. I'm probably not going to be making these things in the future.

In case anybody cares about statistic, here is what I found on Kilrogg-US server, and I've made 60 cards:
Winds: Ace (1), Two (3), Three (2), Four (3), Five (2), Six (6), Seven (4), Eight (0): Total 21 cards
Waves: Ace (2), Two (1), Three (1), Four (0) Five (2), Six (0), Seven (0), Eight (1): Total 7 cards
Stones: Ace (1), Two (3), Three (0), Four (2), Five (5), Six (1), Seven (1), Eight (3): Total 16 cards
Embers: Ace (4), Two (2), Three (1), Four (3), Five (0), Six (1), Seven (1), Eight (1): Total 16 cards
On my server, Waves is still the most expensive deck, although I know it's totally random, it isn't the case on my server. The Five of waves, which I lucky to have 2, cost 7500g on the AH.
I hope this info help to someone who want to play Darkmoon lottery :)

The materials for these trinkets are a little tricky to figure out. Here's the math.
For the sake of calculation, ignore the random element and assume you can trade cards to get what you need. Also assume that each milling always produces exactly the average number of products as a result. Neither of these is true, but the assumptions lead to useful results.
Each milling of five

One stack of 20 of these herbs can be milled four times. So, it is worth 2.0 embers and 12.0 pigments.

Not included in the price is all the time milling and making ink, dealing with Dalaran, waiting for the Fair, and trading/buying/selling to get the actual cards you need.

. However, they don't produce as many pigments and embers (2.5 and 0.25 per milling, respectively). Each stack averages just 1.0 Inferno Ink after trading, so you'll need 80 stacks (1600 herbs) to make a deck. Depending on the prices of herbs on your server, the less-productive herbs may actually be a cheaper way to get Inferno Ink.
Note: Once in a rare while, a single milling produces two burning embers. Wowhead reports that three are possible. The math here doesn't take this into account, because it is quite unusual. However, it does lower the total cost slightly.

Human beings, by our nature, have a poor understanding of randomness, and tend not to believe things are random when they actually are. Did you know that in a room of 23 people, there's a 50% chance that some pair of people shares a birthday? In a room of 57 people, it's a 99% chance.
Hearing that someone (for example) got 16 duplicates out of 40 cards made doesn't surprise me in the least. That sounds about right, actually.
If someone manages to gather a data set of 4000 cards and compares the distributions, then we can have a real talk about whether this is really random. But even 100 cards hardly has any statistical significance for a test for randomness.

Here are the results of a bit larger sample of milling than others have posted: Ultimately my ratio was 1.68 inferno ink to 1 stack of whiptail. This assumes you trade all your blackfallow ink for inferno. For Darkmoon Card purposes you would need 10/1.68 = 5.95 stacks ~ 6 stacks of whiptail and 30 volatile life per darkmoon card created.
Details of Milling Operation:
570 stacks of whiptail milled
1230 burning embers =
615 inferno ink from Burning Ember
6869 ashen pigment =
3434.5 blackfallow ink =
343.45 inferno ink from trader
total inferno ink = 958.45
ratio of inferno ink to stacks of whiptail =
958.45/570 = 1.68
