With 5.4, despite not being a MoP recipe this is actually the best enchant for melee heirloom pants.
Shadowleather/Angerhide Leg Armor:
lvl 80-71 = 28 agi/str
lvl 70-61 = 14 agi/str
lvl 60-1 = 11 agi/str
Scorched Leg Armor
lvl 80-71 = 110 attack power
lvl 70-61 = 55 attack power
lvl 60-1 = 41 attack power
Scorched also give more than 2x the crit.

This leg enchant seems to be the best choice for the agility heirloom leg armor. On my level 15 rogue, I'm showing it scaled down to +41 AP and +17 Crit. That's a lot of stats at a low level!
If you, like me, find yourself incredibly bored and decide to create a low level "Twink" to do nothing but do old dungeons with, I must warn you.
Using this item on an item such as "Lavacrest Leggings" within the 2 hours it dropped WILL make it soulbound to the person using it. Despite nothing in the description itself saying an item enchanted through this method will become soulbound.
I expect this is also the case with BoE leggings, but that is purely speculation. Do not boost yourself/pay a high level to boost your character in a dungeon with the intention of enchanting leggings with this.
Warning: if you twink, don't upgrade your shoulder or leg heirlooms more than once or you will not be able to apply this enchant anymore with your level 100 toons.
Why? An heirloom that is upgraded 2/2 is ilvl 605 when you are level 100, meaning that your main cannot apply this enchant (cannot be applied to Tim's higher than ilvl 600) to the 2/2 heirloom and mail it to your Twink. If it is only upgraded once, (I.e. So the heirloom is 1/2 ..works till level 90) then you can still apply it.
If you were not aware of this and upgraded your legs and shoulders like I did, then you can still apply the enchant if you have another toon that is greater than level 85 but less than 99. But otherwise you are screwed, and according to a GM ticket response, it is not possible to un-upgrade an heirloom.
