My guess would be that this is herb that they wanted to add in cata, but they didn't, or it's a herb that will be added in cata in future :)

i was searching for the cata equivalent of Frost Lotus i guess this might be it.. but they didn't put it in for some reason?

I had never even heard of this item till I was trying to power level Inscription and another site had this on a list of herbs that could be milled for Ashen Pigment. It is roughly 6 weeks till Mists of Pandaria is released so this must just be another one of those items that never came to be. Like the Eternal Might.

It baffles me, however, that Wowhead doesn't have this item flagged as not available in game, unlike 永恒之能.
