The first time we've seen a Holy Shock proc on a Holy libram; every Wrath-level PvE libram before it has focused exclusively on Holy Light, and PvP ones have stuck to buffing the spellpower of Flash of Light.
Definitely a Libram you'd want to use for progression encounters, but not so much on easier fights, due to the mana inefficiency of Holy Shock; you would be better served using a
Deadly Gladiator's Libram of Justice
(or, if it becomes the new PvP 'minimum', the
Furious
version) or better, or perhaps one of the earlier PvE librams if you've still not understood that Blizz wants you to move away from Holy Light spam.

Are you super serial? I'm a holy pally, and I only am forced to do holy light spams on heroic anub, that's it. I don't glyph for it nor would I use a libram for it. The

I wanted so much an upraged version of Libram of Renewel now that the new 4-set bonus of T10 gives us -0.3 cast time in Holy light. This will make the holy light spell 1.7 s cast time
before
haste (having in mind that we get a 0.5 s reduction from the tallent Light's Grace). My speculation is that, the best thing to do when this happens, is to have enough mana efficiancy to spam HL when the fights get tough (and they will be tough as hell for the healers in ICC). Dammit Blizzard

I'm going to attempt to rectify this entire argument about the
Libram of Blinding Light
vs the
Libram of Renewal
. (Can it be done...? wish me luck! :)
Assumptions:
1. You are, in fact, an experienced healadin that is well geared. (at LEAST full T7.5)
2. You are specced / gemmed properly. (intellect baby!)
3. You've done your homework and know the ideal healing rotations from plain ole 5 man heroics all the way up to 25 man hard modes.
4. You're not pugging, but are running with an equally well geared / specced guild that knows what they are doing in the fights.
So, looking at these two librams, the biggest debate is
whether it makes a healadin's life easier to have more spellpower or more mana efficency
. The answer is..., YES! However, each extreme shines under completely different circumstances.
When spell power is better (
Libram of Blinding Light
):
--> During heroic 5 man trash / bosses, 10 man trash / minor bosses, 25 man trash. Spellpower works wonders in these easy fights, and most pallies can get by with a relatively small amount of
Holy Light
spamming. With high spell power, a healadin can use
Holy Shock
and
Flash of Light
with one eye closed while eating a peanut butter sandwich, and still keep the group alive. Having more mana in this case is not an issue, because your mana will rarely drop below 60-70% with this method. This is why some healadins have even used librams such as the
Deadly Gladiator's Libram of Justice
(a PVP libram) in these scenarios.
When mana efficiency is better (
Libram of Renewal
):
--> During 10 man major bosses, 25 man bosses, any fight that has a large amount of sustained AOE damage (even down to the Black Knight in H ToTC). In these scenarios using
Holy Shock
and
Flash of Light
simply will not cut it if you want to keep people alive. The easiest thing to do is use
Holy Light
continuously (not a mindless spam, mind you) while trying to keep that mana pool of yours as deep and full as possible. Having more spellpower doesn't help in the slightest in these cases, because you're generally doing a lot of overhealing to your target (especially when you crit) so that extra spellpower is never seen. In these scenerios you have one goal...
longevity
. This is why Intellect is our primary stat. Simply put, if your mana bar can outlast the enemies health bar, you win! Good luck on your loot rolls : )
Now..., with all possible scenarios considered.
Here's the
simplest
solution: Stick with the
Libram of Renewal
. You'll be able to sustain heals through long fights, and will have an easy healing strategy. This is also wonderful for fresh 80's trying to progress as they gear up because it's obtainable early and it makes low mana pools more forgiving.
Here's the
most powerful
solution: If you really want to top the healing charts for effective healing, use
Libram of Blinding Light
exclusively and alter your rotation a bit for hard encounters. Add a
Holy Shock
to your rotation once at least once every 15 seconds with this libram, but be sure to avoid overhealing if at all possible. This requires good timing and a large mana pool (both of which you should have if you've been able to raise the 30
Emblem of Frost
needed to get this Libram). Although this is not necessarily the
easiest
solution, it will keep your group alive even through the most difficult fights in the game (regarding both AOE damage and single target burst damage), and as mentioned before, it still serves as a superior libram in the easier content as well.
Here's the
best overall
solution: Get both the
Libram of Blinding Light
AND
Libram of Renewal
. They're both BIS for their respective scenarios, and you can switch them out at any time with simple macro.

Your Holy Shock spell causes the next Holy Light you cast within 10 sec to have 0.3 sec reduced cast time.
So that's one more reason to discard
Libram of Veracity
, once you can afford to spend the Frost emblems on
Libram of Blinding Light
.

Just because this is item level 264 doesn't mean it's better than the ilvl 200 libram. I've seen so many people waste badges on this garbage instead of buying tier gear. Stop.

Please, I behest you to post a video of you healing Lord Marrowgar and Fester Gut in 25 man ICC with only Flash of Light and Holy Shock and still be anywhere near the top in the healing charts. I'd even settle for a video of you tank healing Lord Marrorgar in 10 ICC using Flash of Light / Holy Shock. Sure Holy Shocks are needed when running from fire, but I don't see how Flash of Light is going to cut it. That is, unless you are one of the healadins I've ran with that Flash of Light spam in ICC and then claim you still did your part when your healing percentage is 8% and mine is 30%, which has happened to me before. Thanks, but no thanks, I'd rather of tank healed 10 ICC by myself and not had you roll on loot.
I'm sure this will be down ranked because it provides no valuable input to the discussion, but as least curious people will read it when it's hidden. :)

Dear Paladins,
I recently bought this libram, and I have been doing some research on it. Despite the theory crafting surrounding which trinket is more useful in each situation. This trinket works in conjunction with the 4 piece t10. It gives sheer SP, which is great, mana should not be an issue for any high-end paladin.
I have created some macros to have this trinket proced on you at all times (x3), while spamming Holy Light. I am open to more suggestions..

Basically the cast sequence is three Holy Lights, and then one instant Holy Shock. After three spams of Holy Light, it will automatically throw in a Shock. This ensures that your Holy Shock will not be on cooldown and it will provide the maximum effect of the Libram.

I know it's highly frowned upon, but for about 4-5 of my sockets I've given up INT to get SP. 3 Runed Dragon's Eyes and 1 for a socket bonus in TOGC 10 cape. I also use 2 Solace of The Fallen. I've yet to go OOM in any ICC raiding situation and have had several fights end in my mana being at 32/35k raid buffed. If I were to go resocket those gems to int and pick up good old int trinkets I would definitely consider this libram as it's the opposite of what I've chosen minus my MP5 from said Solace's. 42K-45k Mana with a constant 255 SP would be nice in that position if you can't get ahold of 2 Solace's. But to each their own on how they play the class. 2 piece T10 with raids buffs pushing my sp to around 3.8-4k means mmm mm 40k holy lights with all CDs. But again this is an opinion of where this libram could be used in a nice manner. I could never afford the 758 mana every 15 seconds to keep it stacked vs the 12 some holy lights i'd be casting in that time. >.<

Given the unpredictable "whack-a-mole" nature of healing (especially if you're using addons like clique/grid to perform heals), it is highly unrecommended to use castsequence macros for healing spells for several reasons:
Reason One --> Haste Rating/Haste Enhancing Talents/Glyphs: There are way too many factors with haste concerning casting speed and global cooldown to accurately measure what your time will be for multiple casts in a row,
especially
if you're using an on-use or proc-based gear piece that enhances haste, such as
The Egg of Mortal Essence
that would cause your haste to fluctuate. Add in talent factors such as
Light's Grace
and
Judgements of the Pure
, and you have an even harder time estimating how many
Holy Light
s you can actually get in before
Holy Shock
is available to cast again. The
Glyph of Holy Shock
and the
T10 set bonus
also add to the complexity. These factors can cause "downtime" in your rotation while trying to calculate
Cast-Time
abilities with
Cooldown
abilities.
Reason Two --> Mana Inefficiency:
Holy Shock
is the
least
mana-efficient healing spell that healadins have. The
Libram of Blinding Light
gives 15 seconds of leeway before the buff falls off, so in order to maximize your mana efficiency you need to cast
Holy Shock
as close to the buff cut-off time as possible to keep it active. Making a macro to cast
Holy Shock
as EARLY as possible would be completely counter-productive in this regard, and as mentioned in reason one, the more
Holy Light
s you cast in a row, the harder it becomes to estimate how many you could ideally put into a cast sequence before needing to cast the next
Holy Shock
due to the many haste-altering factors you have to deal with.
Reason Three --> Reduced Level of Control:
Holy Shock
by design was meant to be an "oh crap!" spell
only
to be used when you are forced to heal while moving, or need to save someone with critically low HP in order to have time to get off a
Holy Light
. This is why we have the talent
Infusion of Light
, which many healadins sadly fail to maximize the use of. You can either use the 20% increased crit chance for
Holy Light
to help ensure that a toon will be topped off again as quick as possible if you're in a stable situation, or you can use the subsequent instant
Flash of Light
if on the move. A castsequence macro will remove this versatility in your control, causing your
Holy Shock
to either be on cooldown OR unavailable because it's still multiple casts down the line when you need it the most!
Our conclusion...?
Castsequence macros are counter-productive for healing spells and should not be used
.

this is pure crap i use the 245 but indeed i should be using the 113 less mana one. a good pally does not spam holy shock it is a waste of mana and it heals like flash of light.

There is
NEVER
a good reason to cast Holy Shock on (competitive) PVE content:
Holy Shock heals for less than half as much as Holy Light while using 2/3 as much mana.
The +30% crit to Holy Light proc is worthless with the Illumination nerf, as you end up losing more mana from casting the inefficient Holy Shock than you save from the potential (double RNG) Illumination proc!
An instant Flash of Light takes the same amount of time as a regular FoL, you just get to cast it while moving. The number of situations where you would both need and could get away with a Holy Shock/FoL combo on tank = 0. Never mind that it's not even a guarantee that it'll proc.
No tank (again, in competitive content) is going to be saved by the dinky heal you get from Holy Shock, though they might die because you wasted a GCD on it.
Holy Shock is both extremely mana inefficient to cast and results in less healing done overall. Neither this Libram nor the set bonus will change those realities. Holy Shock just plain sucks.

This is a pvp libram... Imo... im pvp holy 2v2 and 3v3... and i personally dont use holy light... so this libram is great to increase spellpower and give more absorption to

To all the Holy paladins saying that they never go OOM.
STOP USING PLEA ON CD. GO WITH LESS HEALERS.
There is no level of gear where you can heal any fight without using divine plea, you stack intellect and mp5 to minimize the use of plea. YES, you COULD be fine using plea every CD, but then you would risk a tank death (or any raid member death) everytime you use it!
Paladins gear for regen because it minimizes the risk of people dying.

I fully agree with anyone saying Libram of Blinding Light is inferior to Libram of Renewal. I will admit I do use HS for certain situations when its needed, seeing how I'm under the haste cap atm. But for the most part, I use HL for all ICC fights.
I find with the reduction in HL cost, it'll go down to about 1100 mana if you also you the Glyph of Seal of Wisdom, and the fact when Seal of Wisdom on you can go right up behind any ICC boss and hit away for mana regen, I get about 1100-1300 mana per hit, so on fights where I can be next to the boss, I basically get free HLs.
So Blizz does need to look at how Pallies are gearing up for healing, and shouldn't force us to try and use items and set bonuses that don't really help us.

No ones bothered to mention uptime for these. Veracity is a chance on casting holy light, presumably with an internal cooldown. I found a log of my alt doing 25 toc and the uptime ranged from 18% to 48% depending on the difficulty of the boss and thus how often I used flash of light vs holy light. Renewal is passive, and thus 100% uptime. Blinding Light can be anywhere from 0% to 100%, controlled by you. So you could make the argument that comparing Blinding Light to Veracity isnt 255 vs 234 but rather 255*1.00 vs 234*0.5 or something. On a movement heavy fight I could see this being BiS.
