As of Patch 3.3, all head and shoulder enchants that require a kind of reputation level to purchase are now Bind on Account.
Hence meaning you will only need one character revered (or Exalted) to get these enchants, then you can send them to your alts so that they can use it (your alts will not need the reputation to use the enchant).

These are problably put ingame so that level 80's with BoA shoulders can enchant their stuff aswell. Since you cannot put the "normal" level 80 shoulder enchants on BoA gear, you now should be able to.

You can enchant a BOA shoulder piece with this but the enchant's effect doesn't work until your toon reaches lvl 80. I just tested it to try to twink my rogue a little :P. They can still wear the shoulder piece though.
Blizz has gone to making shoulder enchants available to all of your characters (with appropriate level requirements to prevent OP twinks)...so you only have to do the rep (or honor/stone) grind on one toon.
This applies to Sons of Hodir (req lvl 80), Wintergrasp (req lvl 80), Honor (req lvl 70), Violet Eye (req lvl 70), Aldor (req lvl 64), Scryer (req lvl 64), Argent Dawn (req lvl 55), and Zandalar Tribe (req lvl 55), enchants.

For the non BoA enchants (PreBC and BC), you have to have the gear in your inventory to enchant it. It can not be applied through the trade window (so enchanting your lowbie's quest reward gear is out).

Anyone noticed when on an enchanted item, it says "Crit rating", not Critical Strike Rating?

Confirmed. The enchant appears in red on the shoulders for my level 72 Paladin.
As of 5.4, you still need rep to purchase these shoulder inscriptions and you still have to do the quest line to unlock the quartermaster.
This item can be used for heirloom shoulders and will now scale down with your character's level. However, you still must be level 80+ to actually put it on the shoulders.
At level 73, my rogue still got the full benefit of the stats on this (+40attack, +15crit). Not sure how much it scales down for lower level characters.
