I do agree that it is the best enhshaman (orc especially) weapon in the game, but on that same note, Combat Hack and Slash orc rogues will be drooling over this as well, and i dont blame them. BiS for both.
(I lawl at enhancement stacking haste, stacking speed for one spell does not make up for having more damage over all.)
You do realize that Haste directly increases the number of Maelstrom Weapon procs, right?
Besides, I'm not sure which "one spell" you're talking about, since a good Enhancement Shaman will be using insta-casts only: Shocks and five-stack Lightning Bolts/Chain Lightning. That's it.
There's no place in our rotation for hard-casting Lava Burst. Even if you like seeing those big numbers on your screen, they come at the expense of our overall DPS -- casting LvB stops your auto-attacks, which in turn stops you from proccing additional Maelstrom stacks, which hurts overall DPS even though you'll see one large crit. In short, LvB is a spell Enhancement Shamans should not be using, except in cases where we have to run out of melee range for extended periods of time.
Now, Haste is not a stat we should be making a conscious effort to stack, but since the Equip bonuses on mail raid gear always come in threes, taking a piece with AP/Crit/Haste is always a better choice for us than AP/Crit/Armor Pen. AP, Crit, Hit and Expertise all take precedence over Haste, but Haste is still an important and beneficial stat for us.
Not "stacking" haste, but if the peice of gear has it, we dont cry over it being a "poor" stat.
Haste is more Maelstrom procs, increases chance for WF procs outside of 3 sec internal cool down, Static shock procs, and Flame Tongue Weapon hits.
Not to mention slow/slow weapons have higher min max damage, so hitting faster, is just a DPS increase.
Stack it ? No, but it has its benefits.

Not to say 'They are always right,' but the current EJ shaman posts in the 3.2.2 BiS thread are debating the haste-stacking, end-game shaman. Sims are just sims, however, after nearly capping hit and expertise, haste and AP are the next things to work on in tandem.
I'm not talking 8% +hit, but rather only a 3.5% chance to miss a 25 ToC boss (miss and dodge).
'Stack all haste' or 'stack all ap' is not what I am saying--itemization is flexible according to your gear and what you need to do more damage.
When you get a gear score of 2700 on Wow-heroes, haste and AP probably is the way to go.
Either way, you will be throwing down a lot of DPS for your raid group.
A Hellscream Slicer? Should be useful against Garrosh!
