Just had a hunter ninja this from me, an enhance shaman.
Hope that expertise really ups your dps.
Here is what this, and the entire DPS set from regular and heroic TOC looks like:
Beast ring, easily replaces Hemorrhaging Circle, or if you lack expertise both paired together help nice.
Eh, while it obviously is better itemized for melee dps, it's a decent pre-raid choice for a hunter too. Personally I'd pass it to a melee dps, but an upgrade is an upgrade (as melee dps who roll on ranged weapons are fond of telling me), and anyway, who really cares in an instance that you can run 5 times an hour.
Sure, you can live by "an upgrade is an upgrade" if you don't mind stomping the reputation of your guild, yourself and your class into the dirt. But for the rest of the player population, players instancing at the level cap are expected to know which items are good for them, and which items should be passed to players who can get much better use out of them.

from CoS has more agility and is better itemized. Additionally, there are not
rings available for purchase from the emblem vendors that have better stats for Hunters and a higher iLevel than Uruka's Band of Zeal. And there are lots of other alternatives in places like Naxx and EoE, which any undergeared toon can get into nowadays.
The reason why Hunters should NOT take this item over Enhancement Shaman is because virtually no other mail gear is itemized for Expertise. Aside from tier gear, there is a grand total of two pieces of mail gear with Expertise, and both are sub-optimal for end-game raiding. Why? The answer's simple: Hunters do not benefit from Expertise.
And even on Shaman tier gear, Expertise is hard to come by -- tier 9 has only one piece (gloves) featuring Expertise.
So if you're a Hunter rolling against an Enhancement Shaman for an item like this, you're adding insult to injury -- not only is that Shaman
having a hard time reaching the Expertise cap
because (in the interests of Hunters) Blizzard does not itemize mail gear with that stat, now he's having one of the very few items with Expertise on it taken from him -- by that very same class that cannot use Expertise.
For Hunters, I understand it sucks to have a selfish melee DPS take a ranged weapon from you for use as a stat stick, but two wrongs don't make a right. You'll do wonders for your own reputation -- and that of your guild -- if you become known as the type of player who knows when to pass certain pieces of loot to players who can genuinely get better use out of them.

Digging into the actual numbers is important. Don't let anybody give you any crap about taking this ring, and downrank the ill-informed comments above. Unless they're ready to give you 6800 gp for the Kirin Tor ring, of course.
When I first saw this item it looked to me like a pair of panties. Sparkly, but still panties.
