That's correct. To buy one, you need to become a champion for that city first. Then, go to the Quartermaster for the city you want the commendation, located in your faction's pavilion, in the Argent Tournament Grounds.
The badges cost one
Champion's Writ
, and give 250 rep with your selected city.
Additionally, they give 1/4 of the rep (62.5) as spillover reputation to the rest of your side's factions.

imo this was a good idea for blizzard to implicate, just so it is easier to get the 5 city titles they are including in the game w/o mind numbing completion of low lvl quests/whatever else u can find, while at the same time gathering the Champions Seals to buy the mounts for that race.

On my realm at least, you're better off taking the purse and buying runecloth for turn-ins, so check the cost of runecloth before you take writs.
If you can get runecloth for 7s or less each, you are better off taking the purse.
Maths: The writ supplies rep at a cost of 2 silver per rep point (10g / 500rep).
Runecloth turn-ins are 20 for 75rep making 1 runecloth worth 3.75rep.
3.75rep x 2s = 7s50c maximum price of runecloth for it to be the better option.

JUST TO REITERATE. You need to be champions of the faction you want to buy the rep for. I thought I could get Sen'jin rep but i haven't done the quest Valiant's Charge for them yet so I wasn't able to access the quartermaster.
Edit:
You get a little more than 5,000 rep for each City that you want to become champion of over the 5 days it takes to complete the quests. I am now sitting on like 10 of these things with nothing to do with them. I would suggest getting the spoils bag instead for the gold instead unless you are well below 16,000/21,000 exalted with a City Faction.

The Champion's Writ will allow you to buy badges for the 5 main cities for either alliance or horde. These badges grant you reputation points with the cities. At the time, i didnt know what these badges were used for, so if ure exalted with the 5 cities, then the Champion's Writ are pointless. So in that case, obtain a Champion's Purse that has 10 gold in it.

Has anyone confirmed this to give 250 to the main faction & 62.5 to the others?
Or is 62.5 only if the main faction is maxed out (eg you turn in Silvermoon, but you're maxed exalted, so then 62.5 to the others).

Champion's Writ can only be used to purchase commendations for a faction you have championed. However, you can keep doing the Valiant quests for your chosen faction (250 rep each) and hand in "The Valiant's Charge" once you have enough Writs to reach exalted. This way, you'll be effectively farming 2000 rep a day instead of the 1000 you'd get as Champion. Note that this only works for a reputation other than your main city.
As a side effect, you will be able to hand in all other Valiant's Seal leftovers for another faction as soon as you're done with your target one (as you'll have more than 25 seals).

i can confirm that the Commendation Badge's give 250 rep to the city of witch you bought them and indeed another 62.5 rep to the other city's regardless of your current reputation with them.
self example: i havent reached exhalted with any mayor horde city yet.
however i reached revered with undercity while using the Commendation Badge for the darkspear tribe.
and even beyond revered it kept rising when i used another one.

If you're considering stockpiling these towards the next city faction you plan to raise, bare in mind the reputation that you'll earn by doing the
Valiant's Seal
dailies. That is to say. if you are already a fair way through Revered with most major cities, then it may not be worth taking these over the coinpurse.
Since there are four quests rewarding five seals and 1000 rep per day, players will earn a total of 5000 rep in the process of becoming a city champion. Be sure to add that to your current city reputation levels when calculating how many writs you need to purchase.

For those of you who are looking to use the writs to gain reputation with each city on your faction, an interesting method can be used.
Remember that each turn in awards 250 reputation (for the city you turn in with) and 62.5 rep for each other city that you are not maxed with. Also consider that if you do the 5 days worth of dailies with a city, you get an extra 5000 reputation with that city, due to 1000 per day.
This being said, there is no reason that you cannot just keep doing the dailies without turning in your
Valiant's Seals
. This will actually amount to 4 writs and 4 dailies per day, or 2000 rep with that city. (1000 now, 1000 for each 4
Champion's Writs
you turn in later). All you need to do is calculate exactly how much reputation you still need so you don't waste your time doing excessive dailies, however if you do, you can always use extra writs for another city.
Remember you are going to get a lot more
Valiant's Seals
this way, so if you accidentally go over the needed rep for the current city you are working on, you can just drop 25 on your next one and immediately start buying commendations. This allows for much faster reputation grinding for the city you are on, and all the writs you use lower the amount needed for each other city.
If someone is really ambitious, they can do the math to calculate exactly where they can stop each faction and pick up the next one in order to get exalted with all 5 cities at the same time, but that requires a little more calculation than I'd care to do right now.
I hope this helps on the rep grind.
EDIT: Extra information
Also, Each quest you turn in during the Valiant portion of dailies gives you 62.5 rep with each other city. So even grinding off your lowest reputation first has the most advantages overall.

This is best utilized by death knights, as our reputation across the board is the lowest at 80 since we didn't spend 55 levels grinding, but can be useful for anyone who didn't really quest much.
The best way to calculate how much reputation you need is to do the math. To make it more simple, Just write down your five city reputations (to the nearest 250 rounded down in terms of revered, thus if you are honored, use negatives):
Darkspear Trolls: -3
Orgimmar: 2
Silvermoon City: 12
Thunderbluff: -1
Undercity: 4
As an example.
Then use this table to help figure out where you are
Turn ins reputation gain
10 2.5
4 1
2 .5
1 .25
Also, just divide by 4 to figure out how much each other city will get off each turn in. so 4 turn ins give you 1k rep, and 250 with each other city. You can use this table to help with the ones below, by saying, every 10k rep you get, each other city gets 2.5k rep
Using this information, it takes a little plug and play with numbers, but the goal is to equalize all non maxed cities so that the last city you raise will push you to exalted. It takes a little playing around, but if you see below, you will see what I mean.
Darkspear Trolls: -3 +13 = 10
Orgimmar: 2 +3.25 = 5.25
Silvermoon City: 12 +3.25 = 15.25
Thunderbluff: -1 +3.25 = 2.25
Undercity: 4 +3.25 = 7.25
With Darkspear being lowest, grind it first, push it to... say, 10 first. which is a total of 13000 (13 days of valiant dailies or 13 days of writs). Then Thunderbluff needs 10 to get to 12.25
Darkspear Trolls: 10 +2.5 = 12.5
Orgimmar: 5.25 +2.5 = 7.75
Silvermoon City: 15.25 +2.5 = 17.75
Thunderbluff: 2.25 +10 = 12.25
Undercity: 7.25 +2.5 = 9.75
As you can see, the goal is to draw all of your reputations closer together, and then once you do, you can just do 1 day of dailies, take 4 writs *if you already championed all your cities* and use one for each of your lowest cities. Usually your home city is the highest and will max out prior to the others. With my work in progress, I have one city maxed, three cities at 17.25, and my last city needing 15000 reputation to cap, thus all my cities will hit exalted at roughly the same time.

It would be cool if in the future patches champion's writs could increase rep with other factions, not only the city ones.
After getting exalted with all the alliance cities I'm left with 20 writs, so I'd really like to do something useful with them :)

It would take 3.333 runecloth turn ins (66 cloth) to equal 1 writ (250 rep+250 from spillover).
One writ = 10g so 66 cloth would have to = 10g. 10g/66= about 15s a cloth. So 15s would be the max price of runecloth to make this worth it.

With the expected expansion of the Tourney in the next patch, is there any reason to believe these Writ's will be given expanded usefulness as well, perhaps as turn-ins for Outland faction rep?
If not, I guess those of us who did not do their math will be stuck with extra Writ's after getting exalted with all the home city factions.

You know, I REALLY wish they had Sunreaver/Silver Covenant rep. badges, because I looked at Baccs' comment about getting 5,000 rep while becoming a Valiant with the city, and I'm at 17,000 rep. with Thunder Bluff, and I have 11 Champion's Writs... Not too happy about that.

Champion's Writ gives you a 250rep commendation in lieu of the 10g Champion's Purse, so that's 10g/250rep= 4s per rep point
Additional Runecloth gives you 75rep for 20 Runecloth, so that's 75rep/20 = 3.75rep per Runecloth, as you said.
So the most you can pay and have Additional Runecloth be a better option is 3.75rep x 3.99s = ~14.97 per stack

Me thinks it's not a terribly easy thing to do, to get a writ. And the only thing you can do then is to go exchange it for rep with main factions... so much trouble for so little reputation! I find it much simpler to do the lowbie quests with my high-level character if I want exalted with my main factions. Then I can simply take all the money I can instead of writs, and spend it on something more useful.

As embarrassing as this is, I'm going to post my fail that you may not share my fate.
Once you purchase the Commendation Badge, you cannot get a refund.
I did all the math and shift-clicked my stack of these and bought 26 of them for a city I was already exalted with. It wasn't a *total* waste because if you use them while already exalted, you still glean 62-63 cross-faction rep.

I have been getting the writs, however, you don't really need to. You get 1000 rep with the town you are working towards becomeing a champion with dialy. or 5k over the 5 days cycle. Then simply destroy the marks and repeat until you reach exaulted 21k, 12k, 6k = 39 days max from just starting honored. In addition the spill over 25 percent so if you had a faction that low, Say exodar or silvermoon you would gain 9750 give or take with all the other towns by the time you reach exaulted with the low one. So if your going to get exaulted with all towns just do the other 4 town and get champion status then repeat your lowest until it is capped. At worst you'll need to get a few days writs to max out one town in the end. My guess is all will be exaulted by the time you max out the lowest town.

I have all the rep that I need, don't need the gold from those dialies, but still need a lot of Champion's Seals for mounts and other stuff. Would also make sense that you can spend them on something related to the tournament in my opinion.

I read all the comments but I'm really confused.
I just completed The Valiant's Charge with my home faction: The Darkspear Trolls (I was not able to take the quest for any other factions previously)
I then completed The Valiant's Challenge which unlocked the quests to become a Valiant with another faction.
Thus far I have already become exalted with all factions except Silvermoon City. So I accepted A Valiant's Charge with them, however I am not seeing any daily quests available. Is this because I already just completed them for the Darkspear Trolls and have to wait for them to come back tomorrow? I thought since it was another faction that I'd be able to do the quests right away.
As I understand it, you can get the Writs to purchase 250 rep with whatever faction, but I can't even use the quartermaster for Silvermoon City because I'm not a champion with them yet....but I can't even get Valiant's Seals to complete the quest and become a champion because there are no quests available! So what is the point in taking the Writ's from the Argent Crusade dailies if I can't even use them?
What am I missing here? Are the dailies for Silvermoon not showing up because I just finished them for the Trolls?
Also, guild members have told me that doing the tournament quests is the fastest way to get rep with whatever you're looking for, but this really isn't true, well at least in terms of real time and not game time spent on getting rep.
I can farm approximately 20 stacks of runecloth from Strath per hour, that's 1500 rep per hour. The daily quests for getting the Valiant's Seals give 250 rep with that faction, at 4 quests per day that's only 1000 rep per DAY (though it only takes about 20 minutes to do the 4 daily's). I've got about 8200 rep remaining to get Exalted with Silvermoon so I'd have to farm Strath for about 5 and a half hours to get enough cloth or spend a lot of money on the AH as Runecloth sells for about 7g/stack on my realm. Farming Strath for 5 hours realllly sucks though. The most I can tolerate in 1 sitting is about 2 hours.

These writs no longer give 62 spillover reputation. Just tested this on my DK who was only revered with all the horde factions.
I bought a few of every city's commendation badge and none gave spillover rep.
Too bad.
* actually they give spillover reputation with Bilgewater Cartel (Goblins). Weird.

I just chose money bags for the first time today, and all four bags had a champion seal in it… so keep that in mind when deciding which is the better option.
note that you will be able to buy the PvE heirlooms using the champion seals once you become an exalted champion of the ally or horde, so they are very valuable (especially now that heirlooms are so expensive). i had 400 seals when i got the exalted champion achievement and the basic heirloom armor goes for only 60.

otherwise whats the point in actually having these as an award when all 4 are going to do is top up that final 1000 rep for exalted to the very last bit of rep.

It's my impression these Writs only have one benefit: If you are already exhalted with a city and not a tournament champion with that city then you can speed up the process by using the writs. With Cataclysm these Writs only give rep with the city you exhanged them for to get the city rep badges. Once your toon is a city champion they are useless for that city. (My sense is that this was the case pre-Cata as well) There is spill over with a Writ use for overall Northrend Horde faction or Alliance faction but someone is going to have to check to see if there is any spill over for other specific Northrend faction. I have three Horde Argent Champions and one Alliance Argent Champion. It's my opinion that the blue bags containing the 10g and Champion's Seal is a much better deal. As has been said in the other comments, the benefits from the Writs is limited by comparison. City tabards were always available at the tournament grounds pre-Cata. But with Cataclysm the tabards became available for all toons at a reasonable price and the cloth-exchange-for-rep was removed from the game. DK's and those who do factions changes are limited to rep grinding at the Tournament grounds, doing low level rep quests, and wearing the tabards in instances. I'm working on my fifth Argent Champion now, so I tested the Writ idea (again) and got three of them. The result: no city rep, some Alliance faction rep for Northrend, zero rep for any other cities. No more Writs for me. It's the blue bags from now on.

Why dont they make the writ worth 10 G to the vendor, so if you no longer need them , or chose in error you would come out even with the purse? Or better yet, eliminate the purse all together that way.

Yesterday I noticed I had 55 of these in my bank and it reminded me of how foolish I was to not look them up before I got them. I was exalted with all the horde cities before I even went to the tournament. They were totally useless to me but when I was getting them I didn't know any better. My lesson has been learned and I deleted them.

Going thru bags and using wowhead to check old inventory and see if there any reasons to keep -- saw some comments about spillover rep. I'm exalted with most of the reps Horde-side, but not Huojin Pandaren yet. Been lazy about farming that up on my 90. On a whim, flew out to Argent Tourney and bought a Senjin commendation and clicked it - surprise 69 rep for Huojin. Tested with Thunder Bluff -- same results. Played with Silvermoon and others -- 57 total commendations later I had almost 4k rep in mere seconds completed w/ Huojin.
Note: I was still Neutral/Friendly with them, but still a nice surprise and use of old item when I have long been exalted w/ all the Horde cities.

I've been choosing the purses, and as of late 5.4.7 I've only been getting 10g from each bag. Do they no longer give Champion Seals? I thought they had a 100% chance to give seals now?

Warning if you are like me and were already long exalted with your home city and the others do not choose the champion's writ take the champion's purse instead for the 10g. I made the mistake of taking the champion's writ 16x now i wished I choosen the champion's purse i missed out on small amount of gold and some seals
