These are from the 3.1.0. Argent Tournament. You can buy these with the Writs you get from the Champion dailies, 1 a piece. You can only buy them from cities you are allowed to champion, but you can eventually get others. Much better way 2 get rep than AV :P You DO NOT have to be exalted with the city to buy these, otherwise they would be pointless, unless you were leveling the 1-999 exalted rep.

When you use these badges, you gain not only 250 rep with the city that the badge is for, but you also gain 62-63 points for all other Horde cities (that is, 25% of the badge's value).
