Of course, rogues may find them attractive due to expertise as well, but there are better DPS options anyway.
Along with being Bear Tank boots, they seem to be rated highest DPS for cats.
Its just the best boots for feral tank.

Footwraps of Vile Deceit
+14 agility (including socket bonus)
+26 Expertise rating
Exchange 49 haste for 49 armor penetration
and a little bonus of 8 armor ;)
~18% stats upgrade. Pretty nice overall.
I would save these from DE as Arms Warrior to have an option for shifting stats to meet expertise/hit requirements as stats shift when upgrading. The reason for this being the fact that you wont find plate with crit, exp, and arp all on a single piece.
Matter of fact the more I look at the Ulduar plate the more I'm starting to look to leather and mail for crit as there simply isn't any crit on plate arp pieces. I've been playing with Chardev.org tool and when I put on the best of the best plate I end up with around 30% crit with polearm spec. This is just sad, now being a man of principle I would
bid/roll on leather/mail over the class that it was designed for as they couldn't possibly roll on plate and I'm all about fairness and equality.
Just boggles my mind that assuming devs know a bit about game mechanics why they would say they don't want warriors rolling on leather and mail and at the same time neuter all plate of vital crit so that the choice is, you can be arms in plate with 25/30%crit or go with leather take a 500ish ap hit and possibly some flak from random gear inspectors to maintain a reasonable high 30's low 40's crit percentage.
And they didn't just say it, that was the basis for the change to imp zerker stance to buff strength, likewise probably why you don't see leather/mail with agil+crit+arp not a single piece as leather or mail with those combined stats would be BiS for arms regardless of the ap on it.
Got it 27.4 Slow but sitll its a nice upgrade for me! since i was tanking with pvp one.

Picked these up last night, socket with a Shifting Twilight Opal. These will serve me well for a while :]
Very, very nice boots for not only bear tanks but cats as well. There aren't too many leather pieces with expertise that drop in Ulduar, and the high Agility and ArP on these just make them perfect.
Sorry druids, these boots pull slightly ahead of Footpads of Silence as rogue best in slot when you get to the point where ArPen > Agi. Until then, Footpads are better. Of course, all this will probably change once the 100% ArPen cap is in effect.
I think spending the DKP on these will be a lot
than 6k+ gold for the Footpads.
The only reason a rogue should take these is to cap expertise as assassination. Personally, I wouldn't take these over a druid but if all of our druids have them or don't want them for some reason I'll definitely snatch them up for an assassination spec. :)
kinda pathetic that nobody here has mentioned this... seriously people learn to give good information about things instead of talking out of your rear!

oh and to make note, these may be good tanking boots, but for feral cat dps these stats are great for those trying to up armor penetration.

anyone know if there is a red set of these boots to complete the 25-man Conqueror's Terrorblade Battlegear outfit for rogues?
Blizz went back (several xpansions later) and made a blue pair of plate boots to complete DK's Tier 10 Icecrown outfit. just wondering if they did the same for rogues.
