This item provides no combat bonus.
This item is permanent.
It can be used anywhere. Indoor/Out.
If you can't decide if you want it or not, a few things to think about...
It's the only vanity item you can purchase on your first day as champion
(for MOST people...some people might get lucky with a wonky server reset).
Take it for a test run. Don't forget, in 3.1 you can sell back your item to get the marks back from it. If you decide you don't like it, sell it back and get back your fifteen champion's seals.
This item has characteristics in common with the
Brewfest Pony Keg
Romantic Picnic Basket
Like the keg, when you right-click the item in your inventory, your mouse will have a semi-transparent object you can drop on the ground. Once you've selected the location, a banner will appear. Much like the Picnic Basket, it has a three-minute cooldown/duration.
At this time,
banners share the same cooldown. Unfortunately, that means overachievers can't drop a small forest of banners, representing all the factions you've championed.

I think I'm the only person who's bought this. It's fun to stick on boss corpses.
OK! update.. they fixed the banners. they now read.. AND PLACE the proper races banner.. many night elf tailors were severly scolded after their tricks.. and then were questioned as to why they didnt change the exodar banner... their response?
"we got lost"
