For clarity, this is a banner that you summon and set on the ground. Think of it like a racially proud Archmage Vargoth.

This item provides no combat bonus.
This item is permanent.
It can be used anywhere. Indoor/Out.

If you can't decide if you want it or not, a few things to think about...
1. It's the only vanity item you can purchase on your first day as champion (for MOST people...some people might get lucky with a wonky server reset).
2. Take it for a test run. Don't forget, in 3.1 you can sell back your item to get the marks back from it. If you decide you don't like it, sell it back and get back your fifteen champion's seals.

Here is some more information on the banner:

1. There is a cooldown for 3 mins.
2. The banner will last for 3 mins before it fades away.
3. There is no cast time, so you can be walking and set it up without stopping.
4. From what I can tell, the banner is permanent where ever you set it up. For example I set mine up in one of the banks in Dalaran, ran through the city to the other bank and sat in there for a good while and returned to the original bank and the banner was still there.

As a BE Pally I really enjoy this item. Completely worthwhile to use it after killing an Ally Paladin and sticking the banner down next to them.

It is indeed pretty satisfying to kill an alliance member and then plant your banner in their corpse. humiliation!

Great for marking important spots in raids.
The bright colors identify things like ranged spots,
lock cookies, fish feasts, and repair bots.
Since it can only be used out of combat,
and doesn't last a very long time,
feasts, cookies, and bots are best for that.

Two for One Deal -
When I added this banner to my Toy Box I was given credit for the Exodar Banner at the same time:
"You have added the toy Silvermoon Banner to your collection."
"You have added the toy Exodar Banner to your collection."
My Toy Box count increased by two.
Not bad.
