The item is a reference to Dumbledore from Harry Potter turning the lights on and off in Privet Drive with his lighter.
And at the same time it could be also a reference to "Windle Poons" from Terry Pratchetts "Discworld" novels.

The way this item works is that you get near one of the lights on the buildings (if they are dim you can light them). Stand near one and click the wand and they will light up.
Question is: Will something cool happen if every dim light in the town is lit?

He doesn't seem to sell anything to me. Do I have to be level 80? I'm, like, 7% away from 80 at the moment.
He only sells these after he's finished lighting the streets, which he starts doing at 21:00 servertime. He walks clockwise starting outside the Silver Enclave.

There's a light on the left side of the entrance into the center part of town, northeast of the center, that does not want to be lit. If I stand under or near it I always get "out of range" when I try to light it.
There's another light just inside the entrance to the commerce district that can't be lit with Windle's Lighter, but can be temporarily lit by right-clicking it.
There are lightable lights in the horde part of town that are difficult for allies to get to. I didn't see any corresponding dim lights in the alliance part of town.
Not only can you light the floating lanterns but you can light also the torches on the side of buildings. As far as I know, this item is not part of any quest. It's just a fun item.
The price changes depending on your reputation with Kirin Tor faction.
I don't believe this has any purpose other than to (literally) brighten up your server's Dalaran. It's a little bit of customization that makes each server unique. It's also a great thing to do RP wise; helping light up the streets so the bustling crowds of Dalaran can continue their business into the evening and night.

im only 43 on my character and im at dalaran and i bought this sparkler thingy and wanna know something? i said Whoa,! and was like thats awesome lighter!

As far as I can find there are 39 or 40 lights that horde can turn on.
To be honest, I'm kind of happy that there's no achievement. Otherwise everyone would have it and it would lose much of its novelty.
These are the 43 lights I found that could be lit. There are 34 anyone reach and 9 within Sunreaver sanctuary.

as ally, i was able to light even the horde lamps by flying into the area above a lamp, hovering just to the side and high enough for the parachute to engage, then click the item.... took a while as timing on a couple of the lamps was tough before getting booted as a tresspasser. but im happy to say it is possible for someone with enough determination (or mild ocd) to light them all even as ally. :)
Sold by Windle Sparkshine, this little lighter turns on the lamps in Dalaran. It lasts for 15 minutes and has 5 charges, costs 40s. Only sold when it starts to get dark. The little gnome Windle is outside the alliance inn A hero's welcome.
Light up all the lights. Had to buy the dang lighter like five times. Nothing happens. But the city does look nice all light up:)
I opened a ticket, in regards to Windle...seems the item icon is back, when you mouse over him, but he doesn't react to your clicks, so he either only opens shop at 10pm PST, or he's broken at the moment.

Windle once again sells these in the new Dalaran in the Broken Isles. If you talk to him after using it, you can ask him why the lighter no longer works on the lamp posts. He replies:
Oh, yes, terribly sorry about that. I like to light the lamp posts myself, you see. It helps me.
Let's leave it at that, please.
He probably says this because
between Wrath of the Lich King and now, his
died in the bombing of Theramore. Afterwards, the Kirin Tor allowed him to make a sparkling image of Kinndy above the lamp posts when he lit them. He probably continues to do it in memory of his daughter.

To the real question: for how long do the sconces stay lit? Until morning?
Just realized they only stay lit for a couple of minutes. A real shame, to be honest. It would've been very atmospheric if they stayed lit the entire night, or at least for a few hours.
Dalaran looks really pretty all lit up.
