It appears that the vast majority of cooking recipes over 375 cooking skill require this spice. This means that you will have to complete the Dalaran cooking quests (currently the only way to obtain these awards) before you can level your cooking past about 410.
In the current Beta one cooking award buys 10 spices. Quests reward 1-2 awards.

This has the same icon as engineers' blasting/grinding powders, so be careful what you're putting in the soup!
Also, as this spice is only accessible in limited quantity because of you can get few rewards and only 1 Small Spice Bag/day, it limits the amount of special foods you can create. A notable change, maybe the AH's food section will be not that empty as in pre-Wotlk....
Pretty ridiculous that they added this reagent to special/buff foods for cooking. So much for cooking being the last of the more hassle-free professions. Awful change. Doing #$(*ing dailies for cooking reagents = fail.
Note that these reagents are NOT BoP so can be traded freely and sold on the AH. This means casuals can make extra gold selling these to high-end raiders who need the best buff foods in the game.
If you have multiple 70s, get them ported to Dalaran, do the cooking dailies on all of them, and send the spices to your designated cook. This will speed leveling.
You need to be at least level 65 and have at least 350 in cooking skill to get the cooking daily quests.

I think these are the worst idea in the cooking area, the fact that you are limited to cooking 10 items of food a day (if you only have one char eligible for the cooking daily) is rubbish, otherwise you must make do with mediocre fish. Just not sure what blizz are gaining by limiting the number of high level food items you can cook per day.
No other profession has to endure this so why cooking?
Dont forget you can buy a stack of 10 at the cost of one cooking award!
Price has dropped a ton of these because of the vendor selling them, even at the cost of an award.
They sell for just barely over a gold each now on my server.
Thanks to the waterlogged recipe you can get with the fishing daily, northern spice should be slightly easier to get. On a couple really good days, I got 3 cooking awards from the cooking daily, and 5 more from the waterlogged recipe, which I turned in for 80 spice.
Is there a way to buy more than one at a time?
I have 100+ cooking tokens and it's a pain to click confirm/buy for a stack of 10.
(Already bought chefs hat and all recipes).
Shift-clicking still forces you to buy only 1 stack of 10 spices and you must click on the confirmation, unless someone has a macro to automate it.
Where can i find Northern spices
You can get this from doing the Dalaran cooking daily and getting the item Small Spice Bag and the bag will contain several Northern Spices. You can also use one Dalaran Cooking Award to buy 10 Northern Spices.

You can keep them in your bank and they will be still available for cooking. hmm not true anymore...
