Why do these have haste on them? I thought haste decreased overall DPS for Shamans?

Haste doesn't make Windfury proc less often. On the contrary.

Sure, it has a 3 second internal cooldown .. but the faster your attackspeed is, the more hits you will have outside the cooldown. Sure, you will have more inside the cooldown as well but that still is white damage. And your Windfury Procs don't hit for less when you have haste as your weapon damage remains the same. So it's a dps boost.

Good job voting down correct information guys.

Check EnhSim or the Enhancement Module for Rawr! or just do some testing on your own. Sims will give you AEP values above 0 (usually between 1 and 2, meaning that it's worse than raw AP when you consider item budget). Haste increases your dps. Maybe (and probably) not as much as other stats but then again you can't really expect the first set to be perfect.
