Evidently (since it's not on any currently killable boss' loot table, including the penultimate boss), it drops from Kil'jaeden, the last boss in the
Sunwell Plateau
. Other weapons suggested to drop from him include:

Quite possibly the best 1 hand weapon for hunters. Having 2 of them, both with 10 agi gems and 20 agi enchants, gives you 96 agi, 30 stam, 120 attack power and 54 haste rating, which is beyond amazing.

Without wanting to turn wowhead into thottbot (but you've already done that)... any guild with enough synergy to down KJ would give this to a hunter because rogues don't use daggers in end game PVE because swords are far superior. Even blizz have said that daggers need some changes to make them viable in PVE... unfortunately that is unlikely to happen before WOTLK.
So ye any guild able to down KJ will give these to a hunter.... just like they do with shiv of exsanguination from the twin eredars. I have 2x shiv of exsanguination on my hunter because I was the only person who wanted them... the rogues in my guild are smart enough not to waste their DKP on something that is useless to them outside of PVP
Sorry to inform you but end game raiding guilds focus on what's beneficial to their raid progression and not what might be useful to someone for a few weeks till they get their season 4 weapons.

Jamie, if you look at the Mainhand glaive, you will see that it have a better base damage value than the dagger here. This mean sword rogues will still be able to do more yellow damage and probably more overall damage in the end due to just the higher base damage.
214 - 398 from the glaive versus 164 - 274 from the dagger
If you know how Sinister Strike work and where it accumulated it's power from, you would understand it more clearly. Same with hemo.

If you plan to use Hemorrhage always look for the weapon that has the highest average damage that you can obtain. If you are making a choice, choose the weapon with the best average damage.
Needless to say, the mainhand warglaive will still be one of the best weapon around for a sword rogue due to it's incredibly slow speed for a 1h weapon (which mean it will have a higher min+max range for the weapon damage, your sinister strike or Hemo will be a lot stronger with it).
As of right now, I do not have the dagger and the sword to compare it using spreadsheet, but hypothetically speaking, the mainhand glaive still should contain the best over all dps for a sword rogue. In conclusion, the legendary glaive shouldn't be beaten by this dagger, as others can still draw a lot of power from the way it is design to boost SS and Hemo damage. The dagger however, would be an interesting weapon for all the dagger spec'd rogues out there. I do not play a dagger rogue so i have no idea how it will do, but looking at this it look like it'd make a fine weapon for any dagger rogue out there.

This item is particularly poor. Few characters in a guild killing Kil'jaeden will want this item over the alternatives.
Rogues are largely using swords or sword/fist at this level of play.
Muramasa
paired with
Dragonscale-Encrusted Longblade
or
Warglaives of Azzinoth
are the weapons of choice for sword rogues.
Hunters are well-catered to in Sunwell weapon-wise, and will prefer
Shivering Felspine
or a brace of
Shivs of Exsanguination
.
Enhancement shamans have long abandoned daggers due to Windfury, Flurry, and Stormstrike issues, and fury warriors avoid daggers because of how Flurry and Whirlwind work.
Ultimately, this dagger suits only the oddball combat daggers or mutilate rogue, an unlucky hunter, or a fury warrior in search of a fast weapon for Executing. A disappointing drop for any guild killing the last boss in the game, to be sure.

I dont know about "direct upgrade on every stat". If we break down the stats (assuming that all sockets are filled with +10agi gems and are enchanted with either +20agi for the Crux's and +35agi for the Polearm, the stats look as follows:
Crux x2
96 AGI
120 AP
54 Haste
30 Stam
Shivering Felspine
97 AGI
124 AP
53 Haste
So, they are very similar. As I said, the only real difference is the +30stam and the fact you can use 2 oils. Im not trying to say that either of those things are bad, but I would not consider either to be a huge upgrade by itself. Its nice to have, but more of the sprinkles on the cake (as opposed to the icing).

It is impossible for a hunter to be armor capped against a 7700 armor raid boss. Even with procs and on use trinkets. Using the following set-up:

So we get 4485 from spells and abilities. 4485 + the 3109 from items = 7594 armor. Thus we are 106 ArP of being capped against a typical 7700 armor raid boss.
I did not include sunder armor because improved expose armor does more and they do not stack. 5 stacks of sunders is 2600 armor, which would lower the total amount of ArP to 7119.
Another thing to keep in mind is that this list is using low level items that any respectable raider that that level should not be using.

You all seem to be forgetting one spec/class who would absoluteley kill for this dagger, ambush specced subelty rogues. They may not be quite as popular, but they're there in pvp and pve. And I myself as one, am quite capable of topping the damage charts in a raid group, so let that myth that they suck begone.

really? all end game rogues dont use daggers? well sinse patch 2.4 you realize combat mutilate is only .5% behind combat swords on a SPREAD SHEET, this does not take into account a players skill either, which can over come the .5% math. combat mutilate has become completely raid viable, and has become competative dps vs combat swords. if u got 2 of these(they one hand non unique) u would rape as mutilate, nuff said.

In Wrath BETA I'm using an unenchanted Boundless Agony and +20 agility Dagger of Bad Mojo and have beaten Warglaive rogues in DPS during instances I've ran. I could only imagine the numbers I would be putting up with these.
And yes, this is after the Mutilate nerf and Combat buff.

You can chit chat about rogues and mutilate all you want.
But by far 2 of these daggers is the best possible weapon choice for a survival hunter. The obviously higher agility over the Felspine aside considering Sunwell geared Beast Master hunters can run into over haste problems with cooldowns and consumables and start clipping their auto shots with their steady's if they arent careful effectively wasting haste it has to be more carefully managed and ARP becomes more desireable for a well geared BM hunter.
SV hunters on the other hand, aside from the high agi desires. Haste can play a much more desireable role as they have a lot more flexibility without Serpentine Swiftness talent as well as with a high enough haste an SV hunter can drop out of a common 3:2 or 1:1.X rotation into a 1:1 rotation which offers a much higher mana efficiency of an otherwise slightly more mana dependant spec. Which can greatly increase their dps potential. So the fact that these daggers still have the same AP, same haste rating of the Felspine (well technically 1 point more haste) and have more overall agility and the stamina is a nice bonus these make a clear winner for any SV hunter.

The difference in stats between two of these and a Shivering Felspine are fairly small.
What it does give you is extra stamina, which is always welcome considering the massive amounts of raid damage taken in Sunwell boss fights, and also the ability to use two different weapon oils at the same time.
Also, unlike a polearm these don't disappear when you attack with a bow =D But maybe that's just a troll hunter thing...

The person who says that these are better for hunters THAN for rogues must obviously lack skills and knowledge in wow. Now the dagger gives 88 ap and 18 agi that's 212/14 = 15.1 dps for both. Considering hunters should do at least 800 dps at level 70, you can figure how valuable these items really are...

This dagger wasn't much use to anyone when 2.4 hit. It was mostly used as a second-choice hunter weapon.
Rogues favored sword-specialization or fist/sword-specialization (fist in the mainhand, sword in the offhand) Combat builds, as both Dagger Specialization Combat (known as "combat daggers" or "backstab combat") and Mutilate were suffering from poor DPS and positioning requirements.
Beast Mastery hunters (the prevailing single-target DPS spec of the time) were running up against a hard haste cap and thus preferred
Shivering Felspine
or a brace of
Shivs of Exsanguination
, and Survival hunters favored Shivering Felspine, which was comparable. Cruxes were used as filler for hunters who didn't have a Felspine or both of their arpen daggers.
Fury warriors and enhancement shamans of the time weren't using daggers at all. Then as now, both favored slow weapons that didn't suffer from the dagger normalization penalty on instant attacks.
So, at the time, it was mostly a toy, to fool around with Mutilate in PVP (a big-damage, low-mobility/survivability spec at the time) or to fill in a gap for a hunter who didn't have one of the other Sunwell weapons.
After 3.0 came, Mutilate was much-buffed, armor penetration was much-nerfed, and suddenly Crux was the BIS weapon for the top-DPS rogue spec. While it would be a bit later that theorycrafting would settle on fast/fast daggers for PVE Mutilate (at the time, most rogues were still going slow/whatever, following from 2.4 Muti thinking) this was a quite viable choice for either hand.
Since WOTLK release up to now (3.1.2), Crux of the Apocalypse is irreplaceable for a leveling mutilate rogue until you start getting level 78 drops, from non-heroic level 80 dungeons. It's on par with
ilevel 174-175 blue-quality daggers
, such as from group quests in Icecrown or from
Amphitheater of Anguish
, and exceeded by
drops from level 80 non-heroic dungeons
. Hunters will also benefit from it, but will likely replace it with
Icier Barbed Spear
from Amphitheater of Anguish.

Gorgeous dagger. FYI- You CAN transmog this over a main-hand dagger (yay casters). If there's rogues in your group they will probably try to lie and say you can't

As for lvl 70 twink arenas concerned this dagger will be best in slot. Not only because the damage but also the extra red slot which you can put agility gem. Which is better than having a main hand warglaive in my opinion.
