This will be an excellent item for tanks, at least I can vouch for Warrior tanks specifically. It is difficult to find +hit and weapon skill/expertise on tanking gear. While this does not +defense or +dodge like many tanking necks it is high in stamina and the +hit and expertise would help threat generation significantly.

This will certainly be a great tanking neck for trash. It might even be a great piece for bosses where avoidance is not critical and would certainly be a great item to use on threat sensitive encounters.

While an excellent item for tanks, this is powerful for PvP as well for melee classes. Stamina and hit rating is always good if you are below the 5% hit mark, and the expertise rating gives 5 points, so that is 1.25% less dodges and parries, because expertise rounds to the lowest whole point, so 1 expertise rating is "wasted".

Another reason this item is great for tanking is that expertise decreases parries from bosses. When a parry happens there is a temporary increase in attack speed, with parries often being followed by an auto attack within a second (exact numbers are not easily verifiable, Blizzard says that parry is supposed to increase attack speed for next attack by somewhere between 20-40% I think, but far greater variability has been seen through testing). This makes boss parries often lethal because they cause burst. I think that finding a way to cap expertise will be one of the new tanking priorities. And let's not forget that Mitigation (Stamina)>Avoidance on the majority of tanking situations, and as already said this necklace has a lot of Stamina. Adding the hit rating which is yet another stat most tanks are starved for, and I think we have the best tanking necklace around.

Items like The Brutalizer, Mallet of the Tides, and Gauntlets of Enforcement will only become increasingly valuable in patch 2.3, and with the next patch's introduction of more badge rewards such as Brooch of Deftness and Bracers of the Ancient Phalanx, capping your expertise for tanking will be an easy feat. Why do this?

When a boss parries your attack, its next swing acts as a sort of "counter-attack", decreasing the time between the previous swing and the next swing by as much as 50%. This can be devastating when combined with unlucky, unpreventable crushing blows and/or instant boss abilities. With expertise, this becomes much less of a problem as you are able to bypass the boss's chance to parry your attacks. Hard hitting bosses like Gruul, Morogrim Tidewalker, and Mother Shahraz, some who are also able to do multiple abilities at once, will not be able to screw over your raid as often as they did before. Pre-nerf, Mother Shahraz was able to insta-gib a fully BT geared warrior doing everything properly at a much more frequent rate than any other boss to my knowledge.

I have lost count of the number of times I have seen a tank die, looked at a WWS meter for the night, and noticed that there was only a second between two attacks as a result of the boss parrying the tanks attack.

However, this is not the only reason to stack expertise. With the large reduction of Dodge and Parry, one can expect much higher threat generation rates. With more threat comes more DPS, with more DPS comes less time you will be wailed on by a boss.

So basically you're drastically increasing your chance to survive as well as drastically increasing your threat generation.

It seems like expertise was made for tanks.

I haven't played in a few months (pre-2.3) but it looks like this will make the new 5-man tank set...for casuals or people who tank heroics (speaking from a prot. warrior's view), this neck seems to beat our others like Natasha fairly easy...you're looking at adding an easy 100+ health to your bar with this -- for dedicated heroic gear (aka pre-raid), this looks to be one of, if not the best necklaces.

Anyone else comment? like I said, it's been a while, but this looks interesting, especially with the expertise chunk!

Soon i will be getting this neck on my fury warrior. And do some tests. Not always you can be behind enemy And dogde and parry are realy enoying for rage generation :/.
And its realy good tanking neck to :)

At risk of repeating what many good posters above have said about this amulet's value for tanking, please note that this is also highly valuable for druid tanking. This is one of very few options for a feral druid to gain expertise.

Expertise is important for druid and warrior tanks not only because it makes their threat more consistent by increasing the chance that high-threat special attacks hit their targets. It is also doubly important against bosses because it reduces their chance to parry. Since a parry results in the next autoattack swing being hastened by as much as 40-50%, getting parried by a boss can result in a deadly burst of damage.

I recommend to any feral druid tank to take expertise seriously, especially for its value in boss fights where druid tanks are already rather weak compared to warriors.

This is one of only three likely sources of expertise that a druid tank can get. The others are:

Shapeshifter's Signet
Requires Exalted Lower City
Earthwarden
Requires Exalted Cenarion Expedition

All three items are reasonably attainable even for casual players. Their combined expertise rating is 65, or a total of 16.67 at level 70. This reduces your target's chance to dodge and parry by 4.17%, for a total of 8.33% increased chance to score a hit.

For melee attacking from behind, expertise rating is superior to hit rating...

When attacked from behind, a NPC has zero chance to block or parry an attack.
Therefore Expertise is useless for a melee dps in a raid enviroment.

Keep in mind fights like Nightbane where you can't attack from behind and are pretty much forced to attack from his flanks, in general melee dps isn't required to have Expertise but it is far from useless.

And let us not forget those pesky Protection paladins in duels as a melee toon ;-)

As a rogue myself raiding high end content and have been doing so for a very long, i can tell u that bosses should have around 6.5% chance to dodge and parry, ofcourse if u hit the mob from behind u dont have to worry about dodges as previously mentioned, but the dodges will occur on both white attack and special attacks, currently the best belt in game for rogue dps is the Belt of One-Hundred Deaths from Lady Vashj, simply that belt combined with our weapon expertise will bring our chancesof avoiding another dodge by 4.00% that leaves 2.5% chance of a boss to dodge your attacks. which i can tell u in the long run is one hell of an advantage for your personal dps.

Saying this, i can't imagine how great Expertise must be for tanking, also playing a protection warrior myself with not as great gear as my rogue, i still miss on specials(which is due to low hit rating) and i get alot of parries and dodges which can in cases cause u to loose agro if someone is getting close.

This neck is superior if you can afford the defense skill / avoidance loss, so i would personally suggest you get your avoidance elsewhere since this neck has the stats you need for tanking.

So, question as a swords rogue. What's better, this or http://www.wowhead.com/?item=29381#comments? I have only 136 hit currently and am working on improving that. I have 8.4k hp, 1200 AP, 22% crit. Any advice?

This is my preferred neck for bear tanking up into Hyjal. It can be awkward to fit into a gear set since it has no defense, but the extra threat (and predictability) the hit and expertise provides is really useful. There's a lot of stamina, too.

As a fury warrior this is a very underrated neck, I have this neck coupled with http://www.wowhead.com/?item=34472 and 2/2 weapon mastery making my dodge reduction by 6% leaving 0.4-0.5% left for a raid boss to dodge, excellent neck and well worth 35 badges.
I will be getting http://www.wowhead.com/?item=30834 soon as well to get completely expertise capped.
Another great thing about this neck is that I can use it for tanking as well, I'd say this is an awesome 2 in 1 neck.

And about the stamina, I have no problem with it, the more HP the better as far as I can say.

Edit: I no longer use this for fury, there are necks with much better stats for DPS, sure being expertise capped is a nice thing to say, but expertise is not a common stat on DPS orientated items, sure this wouldn't be a bad neck for DPS, but there are much better options available.

If you want to save badges, this is similar to the newer Shattered Sun Pendant of Resolve, and SSO faction is extremely easy to solo-grind assuming you're not a healing spec.

There are more expertise items than just this and the other two mentioned by hroskar.

Bear tanks take less damage for each hit on them (75% less with cap'd armor) and are threat machines but Crushing Blows are their (my) downfall. The only problems I have while bear tanking are crushing blows and burst damage - but they can make a great run or a flawless boss fight turn sour real quick. Expertise helps considerably.

Clefthoof Hide Leggings - another very good entry level piece that has hit too.

Hit rating gives 1% hit per ~16 rating.
Expertise gives 1% less parry and 1% less dodge per ~16 rating.

There are a lot of good available items now that contain hit or expertise. Expertise is of approximately double the value of hit rating up to approximately 96 rating (24 expertise), then becomes approximately the same value. This amount of expertise is not easily attainable and so it can be said that, at this time, expertise is always better than hit rating for a bear as a solo stat. Consideration of the item that it is on needs to be made.

Expertise has a secondary effect of reducing parries. Mob's have an effect where when they parry it hastens their next swing by ~40%, therefore reducing/removing their ability to parry can have a large effect on incoming burst damage.

Saving 35 badges you can get Shattered Sun Pendant of Resolve which is 13 hit 18 expertise and still 48 stamina. However, the Pendant of Resolve procs (Aldor) 100 dodge rating or (Scryer) 100 expertise.
