Significantly bettern than the Tier6 legguards, the parry value will outweigh the defense value at this stange of tanking...guess i'll have to get both!

These Leggings are considerably better than the T6 tanking legs,
http://www.wowhead.com/?item=30978
Additional sockets for 15 stamina gems, and large amounts of evasion stats are topped off with some hit rating an always useful and difficult to find stat. What these leggings lack is 40 defence which thier T6 counterpart has, however due to the Def Cap at 490, this truely is an irrelevance considering how much defence you get from other items. Add to this thats Shade of Akama, is such an easy boss and every tank should be looking to pick these up as soon as they can when they enter BT.

The defense is not an irrelevance. If you do the math and factor in the avoidance you'd be gaining from the agility and defense on Onslaught, you'll find that these are not better than them (although to a degree it will depend on your stats). Onslaught, the warrior tier six tanking legs, compared to these provide +101 armor, +0.68% to block, +42 shield block value, and often overlooked, +0.68% to be missed with an equal amount of + parry on both. The Praetorian's Legguards have a bit more dodge (+1.17% more), +27 sta (if all sockets had a +15 sta gem), and a bit over 1% hit.
I'm sitting at 6.02% hit in my current tanking gear with Band of the Abyssal Lord, Myrmidon's Treads, and I will still be gaining more hit with Kaz'rogal's Hardened Heart and Pendant of the titans. Having somewhere in the realm of +5% hit in tanking gear is excellent, and with the items I've listed most tanks will have at least that if not closer to +7%, depending on your race and what other gear you're using (in example, the Destroyer Chestguard has around +1.5% hit), and shouldn't have to evaluate taking additional +hit in favor of other valuable tanking stats.
That being said, if you have access to the tier six legguards, I believe those are better. Factoring in the stats from other gear you should have access to at that point, as I've mentioned, most tanks should be secure as far as +hit is concerned. Then the trade would come down to +1.17% dodge and a maximum of +27 sta on the Praetorian's Legguards versus the stats I've stated above when making a direct comparison of the two, not to mention the set bonuses (while people will argue them being underwhelming, all are beneficial).
People can argue what they want about either or being the better upgrade and one or the other might not hold true for all tanks, again depending on what your other stats are. However, these are definitely a great tanking piece to pick up and having tier six as an option might not come around until later. I apologize for the novel long post but I feel that many tanks often tend to discredit defense after reaching 490+ and ignore what it will continue to provide. It's easy to look at the tier six legguards and these and make a quick conclusion that the Praetorian's Legguards are better because of the additional sockets and the large amount of dodge and parry on them (both of which defense rating will contributes to).

"On the avoidance note, its worth mentioning that there are certain restrictions on what you can parry compared to what you can dodge. For example, you can't parry cleaves but you can dodge them"
O_o
How people come up with stupid things like that, it's amusing.

The Praetorian Guard was a special force of guards used by Roman Emperors. Before being appropriated for the use of the Emperors' personal guards, the title was used for the guards of Roman generals, at least since the rise to prominence of the Scipio family; around 275 BC. Constantine I dissolved the Guard in the fourth century.

The defense is an irrelevant stat considering the amount of hit/tps the praetorians gives you. 5% hit is not nearly enough for a "finishing-up-bt-starting-sunwell." You need to get as close to the hit cap as possible to achieve maximum threat (9%, or 142 hit rating). Stamina is commonly valued higher than hit because of course everyone thinks stamina is a tanks main benchmark. However the closer you are to the hit cap (9%) the more tps you produce and the faster the dps can finish the fight. The praetorians legplates also provide much more parry which going into sunwell is the best avoidance stat you can get (combined with the fact that it increases your threat significantly). The TPS you will get from 42 BV is 42/6 (6 for the cooldown of shield slam assuming you use it every cooldown, which you should) is 7 TPS, which is nowhere near the threat you would gain from having an extra 1.15% hit. The praetorians get my vote.
"and shouldn't have to evaluate taking additional +hit in favor of other valuable tanking stats."
Completely false. Hit is one of the if not the most important tanking stat finishing up bt and going into sunwell. With DPS races like Brutallus a tank will need all the help he can get. (parry+hit)

Also, the bonefist gauntlets are in my opinion better than the t6 gauntlets because of the parry and hit rating. Those are my preferred tanking gauntlets. In sunwell you will learn to rely on parry for all your avoidance which nicely adds threat at the same time. Hit rating only complements that.

Compared to
Sunguard Legplates
, and assuming +15 stamina gems in all slots, this item nets you:
Same armor
+12 stamina
-43 defense rating
+43 parry rating
-23 expertise rating
+18 hit rating
Now, the defense you lose translates to more avoidance than the parry you gain. However, the parry does help your threat somewhat. The expertise you lose reduces your avoidance (by not reducing mob parry haste)
a little, and reduces your threat more than the hit rating you gain
Overall, you lose a very considerable amount of avoidance, for some reasonably evenly matched threat stats and a gain of 12 stamina. If you have a low amount of expertise, the badge legs will beat these clearly on threat since then expertise is worth twice as much as hit rating.
