According to some other site, this drops off some Coilscar Cobra in center north of Shadowmoon Valley. I've killed 12 or so now, and I've seen 0 :(
There are some nagas in that camp as well. No biggy if you're level 70.

The Coilskar Cobras definitely drop these, though the drop rate is pretty low. There is a cave you can enter and farm them, though you'll also have to clear the naga. From just my experience, I killed and skinned about 45, and got the two scales I needed. There is also an easy escort quest in the back of that cave that will give you about 23g and a decent green.

I've managed to farm the cave for a good 45 minute, and I've gotten 6!
Weird I didn't get them before, outside at the camp :/

Are these able to drop off the mob, or only from skinning?

haven't even tried yet, but do they drop? or is it just skinning? (bumping the last question)
its vague the way he says it, "i killed and skinned" does that mean they come from both dropping and skinning the mob, or just one or the other xD

If you're intent on getting some of these, be careful not to die, it's a long walk back to your body.

I find these to 'drop' about 10-15% of the time. Not hard to farm.

yes the drop rate is very low, but if u look at the items that these make, u can understand, since when has making blues and epic items been easy? i think this is one of those things thats "if u want a blue item that doesnt drop, ur gonna have to farm it." To me some of the items are like items u need eight lava cores for, u must work for it... but yes cruddy drop rate but i can see why. plus try the AH it might be easier to farm gold rather than farm the item, r u could make a ton of g off it.

In spite of the terrible droprate, these are pretty easy to farm if you have patience. The mobs are always teamed up in two and sparsely flanked by Naga. At level 70 it's easy to just fly in, land and kill them without getting into trouble from the fish-people. From my experience, the best way to get them is farm them on the outside, as mobs seem to be respawning faster there.

based on about a 1000 kills I skinned 60 Cobra Scales. That's a really really low droprate. With some bad luck you spent over 30 minutes before the first one 'drops' for you. Sometimes I've been extremly lucky and skinned a scale from each of the pair.
I emply two 'tactics': either I farm the water elementals outside for motes of water and always take the cobras as a bonus. Or I go inside the cave. As a rogue I can stealth/bypass many mobs, I usually kill only the patrols and with a distract I also can usually manage to pull only one of the cobra's. Else it's Blade Flurry time.
I do a short round. When you just follow the cave at some point you can go right and left, right is towards the quest NPC and left is towards an short path where the 2 cobras aren't stationary but moving up and down a bit. There you can jump down again and the cobras you killed there first should have respawned.

Me and one fury warr farmed those yesterday and luckily we obtained 20 of them in about 1h30 or so ( we farmed in the cave )
That's about 400+ gold in my realm, not bad :)

In patch 2.1.0, mobs in Nagrand will drop Cobra Scales along with the mobs in Shadowmoon Valley, so it should be a bit easier to find mobs to obtain these.

As a rogue I stealth around the cave, sap the patrol that walks near the cobra's (it seems each pair has a pat) and blade flurry the 2 down. I'm only able to take a pair every 2 minutes this way but its effective. By the time i reach the beginning of the cave again the first pair has just about respawned (only a few times i had to wait). With this strategy they were incredibly easy and fast to grind for me

Well, do the math; thick clefthoof leather has about a 32% drop rate ideally and requires 4x as much for an equivalent kit.... so an 8% drop rate is about right when you only need 2 of them, and this site is showing just under 10%.
I would have to agree with Xinaxdazex that the other mobs will make it easier to get the scales, if not just for accessibility then hopefully a slightly buffed drop rate.
Remember this too; it could be worse, blizzard could just remove the notion of "motes" and go back to essence.... *blech*

You can (as of patch 2.1) also skin the Twilight Serpents in Nagrand (in The Twilight Ridge west of Forge Camp Hate) for the Cobra Scales.
The drop rate seems to be about the same, around 6%.

Released in Patch 2.1.0 Tuesday 22 May 2007. Spot in Nagrand, Twilight Ridge (cords:10.0,41.2). These really aren't worth farming in my opinion. Flew out here this morning when patch came live to see how it was and there a pain in the butt to get to and a horrible drop rate. Suggesting to stick around in shadowmoon valley lol.

Twilight Serpents around 19, 35 in Nagrand.
One skinned from about 15 kills.
Twilight Cobras around 19, 42 in Nagrand.
Two skinned from around 10 kills.
Three scales from one run through just to check it out is pretty good.

Now also can be skinned from Shadow Serpents in SMV above the Altar of Sha'tar (so real close to the other Coilskar Cobra's).

The droprate is insanely unstable.
I have farmed the whole cave of coilskar cobras (4 cycles) to get just 2 cobra scales and i have killed about 30 shadow serpents to get 1!! cobra scale.
That didnt happen yesterday when i got 5 scales from 25 coilskars/serpents.
Still the droprate is really low and disappointing, considering me that i will have to abandon skinning to raise lw. :(

The Twilight Serpents in Nagrand are the best bet, there are no other hostile mobs and the time I've spent up there I've yet to see another player.
Just work your way from one end of the plateau to the other, time you've done that the first mob will have re spawned again.
I find the drop rate to be identical to the Coilskar Cobras.
(Theres also 3 or 4 rich adamantite deposits around the area which is a bonus).

There are 8 or so of the cobras in the middle of Coilskar in Shadowmoon. You will need to clear a few mobs to get to them unless you have a flying mount.
In Nagrand you will also need a flying mount to get to Twilight Ridge. The snakes there are on the western edge of the ridge, and there are wandering elites and other 70+ mobs there.
The easiest way to farm these is up to the north of The Altar of Sha'Tar behind the hills. There are some snakes, a named elite that wanders (easily avoidable) and a bunch of elementals. If you are farming these to make the armor kits, you can get everything you need by farming in this area. You get motes from the elementals, leather and scales from the snakes and leather from the scorpions.

It's really up to you.The drop rates are all the same depending on your luck and class. If you are low dps class then you should go to twilight ridge because it's safer but it's overfarmed (Atleast on my realm)If you are Ninja of doom or like they like to call em - Rogues, you should go to the Coilskar cistern. Good luck in farming!

The drop rate for these is so low that it might seem to some that they won't drop without skinning. This isn't true. The drop chance is much, much higher when you skin them, but I have gotten one or two without skinning.

If an item has a low drop rate (5%) it is not very hard to see why you will not get anything for 60+ minutes. That is, the odds of you NOT getting a scale is .95, so .95^15 (15 skins of the cobras or serpents) is not super low. In laymans terms, you are probably NOT going to get a scale when you make the kill, which is why these things go for 25 gold easy on Boulderfist.
Plus, to some of the people who posted above me, these scales must be skinned. No one will ever get heavy clefthoof leather from killing a clefthoof...otherwise what's the point of going skinning? You have to skin after you kill.
This is the same for wind scales in blade's edge as well. Gotta skin the beasts you kill. Otherwise, have fun, easy source of money, especially if you farm cobras while waiting for nodes to respawn.

Farming the Twilight Serpents in Nagrand is probably the best way I've made money so far. I usually get ~10 per hour, and on my server they sell for 30g, so combined with the other leather they drop, its easily 400g per hour. Especially now when people need nethercobra leg armor for S4 legs.
Although it's worth mentioning that as a rogue, it's slightly irritating that you will get in combat alot because of the "fleeing" birds, so getting an opener can be hard some times. They usually go down pretty fast anyway :)
Happy hunting!

Ok just to clear it up a bit.
The Cobras in Nagrand that can be skinned for the scales are shown as non-hostile monsters. The birds flying around appear to be hostile mobs, however! they don't kill you. They can come very close, and sometimes it'll put you into combat mode, but they won't attack you. Unless, ofcourse, you attack them. But even then, they probably fly away, and these things are fast.

Highly advise that you check this place out!

You need a flying mount or druid flight for to reach this place. The route i will recommend is that you start from the ledge where the tauren and a little hut is. you go straight west up the hill and trough the tunnel to see that there are 2 more serpents there. go back trough the tunnel. jump off the little cliffside to the right. and go around the big tree and then wait for repawns. If you have an epic flying mount. you can maximise this route to include the ones in the acctual twilight ridge, where the elite mobs are. land on safe spot and try to pull the serpens with range. I myself have a rogue using trown weapons. Another thing. Forget coilscar if you purely is out for Cobra Scales. Less time killing trash more time to farm what you're looking for. I hope that cleared som missunderstadning here. lots of confusion.

I've found that skinning the twilight serpents located in Nagrand is the best way to go. There is a warlock camp that has a few, (I wouldn't recommend farming there...many elites). But if you go to the entrance, there are two serpents there. Once you kill them and exit via the cave, there are several out there and 0 aggressive NPCs, (the birds are red, but they will not attack you).
While they may share the same loot table as the shadow serpent or the coilskar cobra, it's substantially easier to kill the twilight serpents. Once you clear the area, you can return to where you've started and the first ones have already re-spawned.
I usually start with the two at the camp entrance, exit through the cave, then work the area there clockwise, return to the camp entrance, then repeat.
...still pain in the arse drop rate, though. ;)

I've had these drop off naga before, the 60-61 ones in Zangar. Not skinned, a loot drop. Though, in the 100000+ naga I've killed, only gotten 4.....so...the cobras are probably a MUCH better bet.

I farmed these from Twilight Serpents in Nagrand. Was there killing them for ten minutes before the first one dropped. It was from skinning. You can also skin Knothide and Knothide scraps from them.
Neither the serpents nor the birds will attack you, so it is a pleasant place to farm the scales and leather.

Still skinnable from Coilskar Cobras at Coilskar Point in Shadowmoon Valley. Strange drop experience in that my first three full clears didn't give a single Cobra Scale, but the next two full clears gave me 14 of them, with skinning even producing 4 of them. Good luck.

Farmed the
Coilskar Cobras
for roughly 1 hour, occassionally flying up for the
Shadow Serpents
while waiting for respawns. Didn't get any scales from the skinning the serpents, but that's RNG. Go figure. Here's what I skinned/looted:
223
Knothide Leather Scraps
81
Knothide Leather
14
Cobra Scales
3 BoE greens, totaling 14g12s.
Multiple grey items, totaling 27g33s.
Plenty of scales per hour for a BC drop, but I think I'll try my luck at the Nagrand site next time.
Edit: I did try the Nagrand site, getting the
Twilight Serpents
, for about 15 minutes. 5
Cobra Scales
dropped for me in that time, but it's all probability. Farming them on the twilight side of the cave might be nerve-wracking to anyone close to level 70, but the non-twilight side is actually pretty peaceful. Like other posters have said, the sparrowhawks do not attack and the serpents are neutral until engaged. I preferred the Coilskar farm myself -- but if I were leveling and wanted the scales, Nagrand's sunny side is the safer place. Provided you can fly.

Random is random, but the droprate still feels miserable. On the plus side, at this point you can glance at any of the mobs in the area and they'll die, so the actual farming part isn't too bad. I would recommend the serpents if only because you can fly around; They share a spawn with the scorpids, so clear them out occasionally as well.
They're still very lucrative for use in making the Stylin' Hats for transmog purposes.

Do the Coilskar cave quest and they drop a lot more. On entering the cave, the first serpent coughed up a scale. Took down a few dozen w/o any scales on my way to the NPC at back of cave. Took the quest, walked out with her and nabbed 3 scales in maybe 10-12 kills.
Drop the quest for future farming.

I was farming the Shadow Serpents in Shadowmoon Valley and having some good luck farming for Cobra Scales. I tried the Cobras in the cave with the Naga, but the drop rate seemed very low and the cave is easy to get lost in if you're like me and horrible at caves.
I really liked farming the Shadow Serpents because there was a lot Enraged Air Spirits which drop motes of air. Primal Air goes for about 200g on my server, so that was an extra nice little boost :)

I recommend skinning
Twilight Serpents
in Nagrand for cobra scales. There are more mobs, they are closer together and seem to have a faster spawn rate than
Shadow Serpents
and
Coilskar Cobras
.
Cobra scales are one of the materials used for the
Stylin' Adventure Hat
and
Stylin' Jungle Hat
. They are worthwhile making if you have the patterns, even though the materials are a bit of a pain to get these days. These two items sell particularly well on Auction House for transmogrification (usually more than 2000g), especially since not many people can be bothered farming the materials. They are a cool, unique helm and are worth making for a nice profit or even for yourself to use!

Twilight serpents in Nagrand were the easiest to farm. A lot of them around,by the time you kill the last one in the area the first one you killed would have spawned again.

I went up to Shadowmoon Valley to farm my scales. Stopped by the Coilskar, cleared those out, only got one scale. Went ahead and flew to the ledge above Altar of Sha'tar, started on the west end, killed every serpent and scorpid I found. Gong down the path west to east, then reversing, I ended up with five more scales -- in less than half an hour.
Not sure if they upped the drop rate, or if I was just lucky. Hope it's the former!

These have never been much trouble to farm (IMO). When I'm bored or want to make a couple of hats, I head off to the Twilight Cobras on some random weekday night (Wednesday for example). I get about 1 scale / 3 minutes. If anything it seems like the respawn has been perked up a bit during Legion.
