They nerfed it so you can't do it through the trade window.
Which means to use this, you need to have BoE pants with an iLevel of 35 or higher and a level 60 to apply it.
These are getting the standard level 35 requirement in patch 2.1.
Where do you learn this item? it drop in an instance? Reputation reward?
Can you have a 70 add this to your pants if you a lower level?
My hunter just got his dragonscale leatherworking pants (lvl 46) and wanted to have these added to his legs. Is that possible?

I'm not sure if anyone else has noticed this, but northern Shadowmoon Valley (back behind Altar of the Sha'tar and Black Temple) is made for farming the mats for this leg armor. The Cobra Scales do have a low drop rate, but there are plenty of wind elementals that drop motes of air and scorpions that drop a ton of leather. It is much easier for me to get primal airs here than it is on the elemental plain where EVERYONE is farming, and I can get my leathers here too. Perfect farming spot while you're grinding for those scales.
If you want to level another character fast, and have a lot of money read further. This leg armor provides 18.57% Crit chance, and well 40 attack power.
40 Attack Power = +2.85 Dps
item is the highest dps for a level one (note that quest rewards WILL level you up to 2) the dps being 4. The second highest weapon is a one hand sword providing 2.5 dps. Point is the atp given from this enchant will double your dps.
is another option providing 26% Haste, which might increase your dps more than 2.85. The nethercleft leg armor probably would increase your leveling/twinking at level 1.

I would say this is perfect article for Leatherworkers to gain money on. Depending on server, your net profit is 100g on each piece (250g - 40g for scales - 100g for primals - 10g for leather). If you have the mats, you can sell 1 - 2 each day because the market supply is really low.

As of the date / time / patchlevel of this post, I can confirm that the (more expensive, better stats)
be applied to an heirloom item. The character must be Level 60 or higher to enjoy the stats benefits of the enchant, but the armor item has
minimal iLvl requirement.
