10 Zaxxis Insignia = 250 rep with Consortium
Deliver to Nether-Stalker Khay'ji in Area 52.

Currently grinding my way to Revered with this Consortium faction and this is by far the best way to get Honored > Revered. The drop rate is around 30-40%, and i got about 100 in 1 hour.
As a Mage these guys are cake, especially because i'm Frost. Can normally 3 hit these guys because of their weak HP (about 6-7.5k).
If they are not dropping for you, then check to see that you have one of the quests, "A Heap of Ethereals", or "Another Heap of Ethereals", from Nether-Stalker Khay'ji, in Area 52.
I also suggest that you pick up one of several quests for Ethereum Prison Keys if you are farming for Zaxxis Insignias, because the keys will also drop in The Heap (but only rarely: 0.3%) if you have a quest for them, from Commander Ameer, in Protectorate Watch.
Grinding this was a goldmine. It's a 70 affliction warlocks wet dream all things considered. First off, the insignias drop from every other mob, plus you get mountains of netherweave cloth, greens, and the occasional prison key. Get out your Succubus or voidwalker and use dark pact frequently, make sure you turn off all of their mana-using spells. You can pretty much grind forever without stopping if you manage your stuff correctly.
Get out your voidwalker and go up after to open up your prisons, enchanters rejoice as the mobs drop blue bop's you can DE for lps. Again, this place rocks, even if you're exalted!
As much as I hate the comments about how easy it is to solo for any class, I would definetly recommend to team up with either a Paladin or a Mage if you plan to get these for exalted status.
I helped my friend grind the insignia's by putting looting mode on Free For All, and letting him take all insignia's and prison key's, while all the green items went to my character. This way, two people get something usefull out of the experience.
As for why recommending either a mage or paladin; I have seen all classes and players grind these things, but (Frost) mages can actually pull 10 and more of them and simply go berserk with their distance AoE, while Paladin's can pick up a large group and keep their HP high while either doing moderate AoE or just kill them one by one.
Good luck grinding these babies; the (exalted) Consortium rewards are surely worth the trouble!
Pretty easy to AoE-grind, the mobs spawn really fast and easy to pick up around 10 a time

farming these as a fury warrior i could get 200 insignia/1.5hr real time. after 200 insignia i had 18 netherweave cloth stacks, 40g from pure silver drops, 10 etherum keys several greens and 2,610,000 damage done. hope this proves useful to those thinking of grinding out exalted :)
Farmed these for a little over 30min as a destro Lock in T4/5. Picked up 60 insignias, 5 keys, 7 stacks of cloth, and assortment of greens/grays and about 12g in silver.
Very easy to kill, amazing spawn rate and well clumped for easy chain pulling.
i think they changed the drop rate in the patch or something cuz ive killed like 40 mobs and i have only got 4
Farmed 100 insignias. Killed 211 mobs. That's pretty close to 50% listed here.
Killed these for 1.5h and got 50g from silvers, boatloads of greenies 'n gray stuff, 160 insignias and 8 keys. All in all very nice place to farm rep 'n even money.
I think the flavour text on this item is some kind of pun on the fact Blizzard often has quests that require you to get an item, that any normal mob would have, yet doesn't drop every time :P
There is something else that I want your help with.
A group of ethereals, known as the Zaxxis, have cut their relationship with the Consortium and gone into business for themselves. They've even cut deals with the Sunfury blood elves. This will not be tolerated!
I infiltrated their group at the Heap to the south. But after I took out their leader, I had to escape here to Area 52.
<class>, go down there and bring back their insignias.
Of course, not all wear them because they're cowards.

Another alternative route to farm Consortium rep you can also do
(More Obsidian Warbeads). 10 Obsidian Warbeads for 500 Consortium rep. For the Horde side the turn in guy is at Garadar (55,37).
As a rogue I found that the Ogres in Nagrand at Laughing Skull Ruins (46,23) are much easier to kill than the Zaxxis in Netherstorm because of their Energy Flare which makes it harder for me.

Just been farming zaxxis, it appears that farming in Netherstorm is the fastest way to do it (as a level 80).
1. Head to Area 52 (flight path to it). Next to the inn, you will want to note the person to turn-in zaxxis insignias:
2. Head south, slightly west. They are grouped east of Manaforge B'Naar (tLoc: 31,75) Start doing circles, they respawn fast.

You can turn in the Zaxxis Insignias at area 52, but you have the Prison Keys to deal with. The prereq quest chain starts with:
Seek out Ameer
. You take those prison keys and head to the
, (tLoc: 54,46). Everytime you open a prison, something comes out. If it's friendly, it grants you 500 rep with a faction, if it fights you, you get the
Ethereum Prison Tag
, (and a green item and gold) which you can turn in to Commander Ameer for 250 Consortium rep.
Addendum: The other day at peak hours (evening), I farmed over a 45minutes and no prison keys dropped. This morning, at 7am server time, I got three within 20 minutes. Therefore, if you can go in the off hours, you might be better off.
I'm not sure if it was a fluke, or if they changed it, but I had 12 prison keys (4 from a long time ago) and every time I opened up a prison, an unfriendly popped out and I killed them for their prison I.D. tags. Those give 250 Consortium rep for each tag.
I'm not complaining though! I didn't need any other faction's rep, so I'm kind of relieved that an npc from another faction didn't pop out. I was only out for the Consortium rep. =)
Edit: I was just thinking about it, but maybe the NPCs that give you rep for their faction only pop out if you aren't exalted with them? Just a theory =) If that is true, it would be nice since then you don't waste a key only to release an NPC from a faction that you're actually exalted with!
At the moment I believe that theory is false. I opened 6 prisons today and 5 of the 6 gave me unfriendly NPC's to kill. The 6th gave me a Cenarion Expedition NPC, so you can still find BC Faction NPC's in the prisons.
This goes inhumanly fast at 80, i farmed about 200 insignia`s in 40 minutes as an elemental shaman. Got 8 ethereal prison keys in the progress which gave me an additional 1,5k rep (2 friendlies popped out and gave me KoT rep and LC rep).
So if you don't have this faction exalted yet, don't be discouraged by the prospect of a long grind. since it isn't all that bad. It is more then doable to do this within a day.
In farming these insignia's I decided to time out how long it takes to farm 10 insignias. On average it was about 2m30s to 3m35s. So in roughly 5 min you can farm about 20 insignias which is equal to 500 rep.

Yesterday I got bored, and so I decided to grind some
reputation, with some help from my friend.
I was the lvl80 Protection Warrior and he the lvl80 Balance Druid.
I tried both The Heap and the etheral spot beside Manaforge Ultris.
And I can say that
is by far
the best spot
to grind reputation.
The etherals at The Heap do have a chance to drop the
Ethereum Prison Keys

Here is some tips if you decide to farm them:
Grab a friend! It makes it much faster and more fun.
Clear your bags! It takes up a lot of bag space. 40 empty spaces or more is great.
as your personal mailbox.
for quick selling.
Having a rotation for when to move, loot and kill can help, it did to us.

I am receiving 275 rep per turn in. Maybe Blizz just likes me, or they changed it - currently at Honored with Consortium.
This area is botting haven, at least on my server. Be ready to see hunters and death knights swarming over your precious mobs :(

Finally blizzard acknowledges the problem with drop-collection quests.
After 30 mins of farming; I have 85 insignias, two greens, a grey, four keys and six stacks of cloth. 80 hunter with aspect of cheetah. Do this TBC rep grind first, as the keys might give you rep with other factions.
At 80, farming these goes extremely fast. I went to farm these on my death knight and wanted to time how long it would take me to reach 100 Insignia's, the result was just over 18 minutes. I also received 3 Ethereum Prison Keys, almost 7 stacks of Netherweave Cloth, plenty of greys and greens to sell and around 30g from silver drops. This was all done at The Heap.

15 minutes of farming and I have 90 insignias 5 keys, lvl 85 hunter aspect on all the time, one shoting mobs with arcane shot, just run around kill and loot
I was getting about 200/hr and I was able to continuously farm them from one end to the other. By the time i finished the route, the ones at the beginning were all respawned.
I'm not sure if they've raised this or something but I'm getting 275 rep per 10 insignias turned in. My rep is currently at friendly.
I farmed these by running heroic mana tombs, I just skipped all the bosses so that I could farm the trash. It is faster than netherstorm, as long as you don't stop to loot.
At 85 the bosses don't aggro, and you can stick to the wall. Since the instance runs in a circle and you finish just around the corner from the start, clear all the trash, skip bosses, hop out, reset, repeat.
With guild rep bonus I cleared 2057 rep per run, and a run takes under 10 minutes. The number of mobs you have to kill is the same as you would for collecting insignia, but you don't have to loot.
If you want to loot, the drops will be better than that of the netherstorm mobs.
TO skip the bosses, make sure you don't have any pets, mirrors or AoE attacks that could pull the bosses.
I just went to do this grind, i was at 2/21000 revered. It took me 770 Insignia's to get to Exalted. This took a lot longer then I expected. The drop rate wasn't as good as i expected and there was no Prison Keys. I have completed all quest in Netherstorm so I know I had to of done Pre-req.
So guessing for patch 4.3 there is no longer any Prison Keys and Drop Rate is slightly reduced.

drops off the mob inside the ethereum prison bubbles at Manaforge Duro. You must tag these mobs to ensure a I.D. I had a 91.4% (32 out of 35) success rate of dropping the I.D. from the mobs.
