I would guess yes, but luckily I doubt that it stacks with a shared cooldown with the Blade of Wizardry.

Two quick notes about this trinket:
1) When it procs, you will see white sparks glow around you as they move outwards from the center of your body.
2) It doesn't add time to your current spell cast when the buff runs out.
All in all, a nice little trinket.

Mind Quickening Gem makes my fireballs go from 3.0 secs to 2.28 secs a 24% decrease in casting time. MQG has a 330 haste rating, so this trinket gives you just under 24% decrease in casting time. This is @ lvl 70. The proc rate is 10% according to the spell details you can see by clicking above.

if you have MQG,QE,BoW,Berserk (trolls only) and a shammy to cast on you samo Bloodlust your cast will be just about 0,6-0,7sec (for frostbolt) ....

Part of the reason this trinket is so good is that it scales with your total damage. Whereas other trinkets (Nexus-Horn, Sextant) scale only with your crit%.
The draw back is that it that there is a % increase in mana usage equal to the % of extra damage.

This trinket is a better choice than Neltharion's Tear for Affliction Warlocks. You will pick Suppression 5/5 for sure and getting 76 spell hit rating on stuff in order to reach the +hit cap versus boss / +3 level mobs isn't that hard.
It's also possible to choose the Neltharion's Tear to get some more spell crit chance somewhere else instead of hit chances, but spell haste isn't that common on other slots ;)
Anyway, if you already have Neltharion's Tear, you obviously won't drop / sell / dispell it.

Note that this trinket will be affected by changes in patch 2.1. From the current 2.1 public test patch notes (subject to change):
Spell Haste: The amount of spell haste rating needed per percentage of haste has been increased substantially. However, spell haste will now affect channeled spells, increasing the rate of their effects and decreasing their total duration. The same amount of damage/healing per casting will occur, but will take less time.

I acquired this as part of my Scorch-spec setup. I've been testing it on Dr. Boom and so far have been dissappointed.
I had 4 procs out of 151 casts, less than 5% effective rate. This may be due to some internal cooldown, more easily encountered with 1.5 second spells than with longer spells.
I will test it some more and report back.

For raiding destruction warlocks (and possibly other classes that struggle with +hit) Scryer's Bloodgem is slightly better while also providing a more stable dps increase without an increase in dpm.
Compare 2.54% overall DPS increase to an extra 37 damage per cast assuming a 100% coefficient. For example, take an average Shadowbolt hit of 3k. Assuming perfect casting with no crits your dps would hit 1,200. With the passive bonus from Quag's Eye your dps would hit 1,214. A dps increase of around 1%. Now take into account an average crit rate of 30% and the dps increase of the Eye gets closer to 1.5%. (Something to note is here the Gem scales faster the higher your average dps becomes.)
Comparing the passive abilities side by side the Bloodgem adds about 1% more dps.
Now if we compare the chance on use and proc abilities of the two, assuming a cool down on the eye of 45s and perfect procs, we come to find that the Eye gives a 13% DPS increase for 5 out of every 45 seconds, or roughly a 1.44% DPS increase overall. The Gem's on use ability adds 150 damage on spell cast (again assuming 100% coefficient) or 60 dps on a destruction 'lock's shadowbolt for 15 seconds out of every 90. Using the model above of 3k average shadowbolt hits this works out to a 5% dps increase 1/6th of the time or 0.83%. (Note that here the Eye scales better the higher your average dps becomes but that the eye also worsens your dpm ratio.)
Then we take the combined dps increase from both the passive and non-passive abilites and compare them. The Gem totals a 3.37% dps increase at no increase in dpm using the model while the Eye hits 2.94% while increasing the cost of your spells by 1.44%. If we only compare the two aspects of each trinket that scale at a 100% ratio we get 2.54% for the Gem with no dpm change and 1.44% with the Eye with the same increase in mana cost.
All of this of course assumes that you're not hit capped on the target but for boss fights it is something to consider.

no...that's wrong, very very wrong.
DPM = DAMAGE PER MANA
DPS = DAMAGE PER SECOND
note that dps is based on a measurement of time. increasing the rate at which you cast does in crease this. dpm is a measurement of mana. time has no effect on this.
Using your above numbers 2000 damage 3 second cast it's 465 mana per cast
that means a fireball has a dpm of 2000/465=4.301 points of damage per point of mana spent.
if we use it again with 2000 damage 2.5 second cast it's 2000/465=4.301 ponits of damage per ponit of mana spent. same amount.
There is only a few ways this can actually affect dpm, and they involve "true" mana cost.
The "true" mana cost of a spell is it's mana cost + the amount of mana you do or don't regenerate during it's casting.
so it only causes a loss of dpm in one case that i can think of:
you regenerate a smaller amount of mana during the new faster casting time but the amount of mana you lose is very very small, which is made even more miniscule by the fact that in a 10 minute fight whether you cast 500 fireballs or 520 you still regenerate the same amount of mana. so in the end you lose no dpm.

The relative worth of this trinket should be fairly increased come 2.2.
For every 15.7 Spell Haste it equals 1%. Where as previously it required about 21 spell haste for 1%.

Spell Haste is getting a buff in patch 2.2 from 21 to 15.7 haste rating contributing to a 1% reduction in casting times.
Proc ability value:
2.1 = 15.2...% reduction in casting time @ 70.
2.2 = 20.3% reduction in casting time @ 70

This trinket is godlke for shadowpriests. Combined with the 41 badge reward this will add great spell damage to you. Imo it is slightly better than Eye of Magtheridon because of the spell haste rating is beter than bonus from resisted spells, as you will need 99% hit chance with spells. (76 hit rating + 5/5 in shadow focus).
Combined with: Icon of the silver cresent, this is a very good trinket.

I tested it with Blade of Wizardry by ProcMeter last night.
I found that only Blade of Wizardry 6% proc and Quagmirran's Eye 3~4% proc rate. Not 13%, did they have been nerfed?

An interesting note for Balance druids, it is rare but it can and does stack with Nature's Grace. Your 1.5s Wrath will cast for 1s with Nature's Grace. Together with this proc, it will dip to ~.82 seconds. For Starfire, your 3s cast will plummet to ~2.02 seconds.
Other than that, this is a very handy trinket to have if you just need to squeeze in more +spell damage.

As an ele shammy just farming some low lvl mines I use lightning shield. Now I haven't had this trinket very long, but I'm pretty sure it proced off a LS tick, not 100% sure cuz I used earthshock almost as soon as it went off so I couldn't really tell.

if it weren't for the passive +37 spell damage this trinket is a complete failure for a raiding arcane mage spamming AM. If you want a trinket with a good passive spell damage get the Battle Master's Audacity (75 badges).
it seems to almost never proc, when it does:
a) if its trash, mobs are dead, if its a boss fight, it's time to move around
b) the short 6 second proc is already gone since AM alone takes 5 seconds to queue and more than not it procs on the first missile just to ^&*! you off.
i highly recommend Shiffar's Nexus Horn from Arc, which after extended use I can confirm you'll get 1 proc every 50-60 seconds, where as this trinket is more of a novelty than anything else.

So.... I'm a frost mage, and I was just doing some fun math with spell haste. I want to say some of it stacks kinda funny with %'s and stuff, but hey, it's still fun.
With ZA and badge gear you can get 260 Spell Haste, with the current 15.7 rating per 1% reduction, that's about 16.88% cast speed reduction. If this trinket procs, it adds it's extra 320, making 585 total Spell Haste, about 37.26% reduction. That is about .93 seconds off of a frostbolt. Which almost makes frostbolts cast at scorch speed. As of 2.3.2 we frost mages can use Icy Veins for an additional 20%. TADA... I dunno, just sounds kinda fun to me :)

I think this is a very useful trinket for raiding shadow priests. It brings your mind flay down to 2.5 seconds cast time, which increases your overall dps. Nice trinket to keep around.

Anyone have this that's on the PTR???
In 2.4 spell haste is going to reduce cooldowns to a minimum 1 second. I'm curious what the percentage of spellhaste to cooldown reduction is. If it's a significant reduction, this may (hold onto your seats and have an open mind) be a viable trinket for a paly tank for an AoE tanking set. Now before everyone throws stones at me, if it were possible to reduce the cooldown of consecration to 1 second, you could stack 7 consecrations on top of each other. In the duration of the first consecration, you would add end up with almost 4k damage (with about 300 +spell damage), which, with improved Righteous Fury, would equate to a godly amount of threat genereated in less than 10 seconds. Only problem would be mana, which could be solved if they moved the talent for reduced mana cost for consecration either to prot tree, or in the first tier of the holy tree (what the heck is a strength boost talent doing in the holy tree???)
Food for thought. Paly isn't the only class that could benefit from that though.

This trinket sucks, atleast for me, I consider this thing to be terribad, I am a moonkin Druid and I have been in 3 WSG's and it has yet to proc once 2/3 of the bg's I was on top of dmg so i wasnt sitting around and I was using moonfire insect swarm wrath and starfire 0 procs.
EDIT: it proced twice in bg 4 and twice in bg 5

Actually, you can increase your DPM with this trinket, but not alone with this. If you use a on-use trinket, like scryer's bloodgem when this procs (or this procs during the buff), you can fit in more high-spelldmg casts in the duration of the bloodgem's buff, ---> more DPM.

One of the best trinkets in the game for caster DPS, at the moment (epic or not). I see many T6-geared players still using this trinket (myself included). 320 haste rating equates to a 20.38% haste increase. Assuming you have no other haste gear, this would make a 3 second cast take 2.39 seconds.
It also has a passive 37 spell damage, which people seem to forget about.
From what I know, the proc rate is about 10% with a 40-or-so second internal cooldown.

After a massive amount of saving combat logs (about 100 raids/instances/heroics) and analysing them with WWS, the internal cooldown is definitely 45 seconds, and the proc rate is definitely 10%. It will proc off casting pretty much any spell that the mob in question would be displeased about.

Not at ALL impressed by this Trinket. In 2 hours it proc'd for me maybe 3-4 times, and the duration is so short it only applies to 1-2 spells at most. Big disappointment - going back to Scryer's Bloodgem for the increased Hit.
