This is a very nice, and fairly easy to obtain quest reward early on in the Outlands. Its only competition is the quest reward from defeating Grillok Darkeye where you'll obtain http://www.wowhead.com/?item=28057 which is also quite nice, with almost twice the AP, but with less agi, a lot less sta, and no hit rating. For PVP, this might make more sense, for PVE, the mana regen makes the Berserker's Vest a better choice. This should hold you over for a while, until you can run The Underbog and hope the Black Stalker drops http://www.wowhead.com/?item=24465. But that's not a guaranteed drop and you'll need to find the right gems to make it comparable to this one.
