I will love anyone who gives information as to where this can be learned, if it in fact can be learned by engineers. Only place I know of to get these right now is at the Skyguard Pyrotechnician (A little north of Ogri'la area) in Blade's Edge, and I absolutely love the red smoke effect.

This is sold in limited supply by the Skyguard pyrotechnician. So don't do as I did and make a special trip to get position markers for a complex fight; the quantity you can buy won't last you very long.

I bought a flare and waited to see how long the respawn was. I didn't check very often, but it was 30 minutes from the purchase until the check that showed me two new flares up in the vendors inventory.

Today I camped the vendor. It took more than 1.5 hours but less than 2.5 hours to respawn. I think I'll just set up a price watch for the AH and buy them there. ;)

Edit: The first time I purchased the flares, I bought both white and red ones... I bought three red and one white. When I bought flares the second time, only one red was available (and there were 3 white flares).
