This is mainly of interest to shadow priests and affliction warlocks. As mentioned above, Mish'undare, Enigma/Doomcaller and Frostfire/Plagueheart offer a higher overall DPS value through the +hit and +crit on them. On the other hand, if you're a warlock or priest, and are planning your gear for expansion, this is a very very interesting item. +Hit on grinding gear is pretty much irrelevant, as if you're trying to grind mobs several levels above you, you're in a wrong spot. +Crit is nice when your spells can crit... but DOTs and channeled spells can't, and these make up the bulk of warlock/shadowpriest DPS. On the other hand, in light of new spell damage coefficients on DOTs, spell damage scales better than ever. Let's examine Curse of Agony.
160% coefficient * 10% Improved Curse of Agony + 10% Shadow Mastery + 5% contagion = 200%. That's right - each point of spell damage on your gear adds 2 damage to final Curse of Agony value, assuming you're fully DOT specced.
120% coefficient * 36% Empowered Corruption + 10% Shadow Mastery + 5% Contagion = 181.2%. Meaning each point of spell damage on gear adds 1.8 damage to final Corruption value.

This item usually goes for near min bid in my guild, and most of the bidders are warriors etc for the sole reason that it LOOKS AMAZING! it's a black witch hat = )
dje781, since the new mage talents frostmages can get 300% crit dmg bonus with an arcane/frost build.
This is the build i tested:
I got to about 300+ dmg and so far, with Arcane Power only, i've made a 2.9k crit, my average hit is about 850.
The biggest crit with AP and the berserker buff is at 3.5k but it can be bigger, i estimate it to top at about 4k, but since you can't be 70 yet you can't add shatter to the build, which will be devastating once BC is out, considering the immense increase in dmg from the early 62-64 items.
Edit: Just thought that i ought to add the difference between this build and a full frost one,
This is more of a PvE build in my opinion and thus have spent some more talents that is better in PvE than PvP. Your average hit is about the same, 850-900, but the crits are considerable less devastating. Arcane/frost , (Basedmg*1.35)*3 = Critdmg compared to Basedmg*2.5. Note that i've taken the base 50% crit dmgbonus into consideration. But you get several times better survivability, thanks to Iceblock, Frostbarrier and coldsnap. And not to mention the Waterelemental, which is a frost spell and will get it's cd reset by coldsnap. Havn't tested to put up to though so I dunno if that works ;)
Once at 70, you can get the elemental and imp. CS which will make this build a bit more interesting in PvP.
I got this a few days ago (mage)
Now, I know for STATS its not as good as some other things, thats cool. but in even 3 months what are my chances of still wearing naxx gear at lvl 70 for STATS? very very low.
However, will this hat still look AWESOME in 3 months? will i get to wear it and make lame "I put on my robe and wizards hat" jokes and still enjoy it? The chances are pretty high.
Why do so many people still have their crimson felt hats? stats are awesome, I'm a a total damage freak, but stats will increase indefinitely - looking god damn awesome doesn't come around so often.
So I say as long as you aren't taking it off a long suffering shadow-mage, (the only people that don't get a great +dmg set item (/spit on oomkin they don't count :p)) get it for the look. They last forever :>
