I know it says that this item is no longer in the game... however, I was questing in Duskwood when I saw the staff head being sold (for free) by Bartender Hann in the inn in Darkshire. He had 4 of them available. (I took one just for giggles.)

This used to be an orange (legendary) item, but is now white. See Blood Legion's Kel'thuzad kill video (Zonker's perspective) on youtube for reference (time stamp 13:46 http://www.youtube.com/watch?v=XOpxCUuXDH8). It was guranteed drop for those on the quest . If two people were on the quest, then two would drop etc. The head dropped from Kel'thuzad in the original Naxx 40 instance from vanilla.
