Primals are like the new essences. They require 10 of motes to create one, and they drop off anything that appears to drop it. If it is earth, it will probably drop from veins, elementals, rock monsters and etc.
From a blacksmithing / engineering point of view, the motes are like the stones mined back on Azeroth. They are used in blasting powder and sharpening stones.
I do not agree with Arador, the earth elementals over there have a bad drop rate. Im pretty busy with farming Motes for leatherworking and i noticed that the droprate was better in Southern Nagrand, from the Shattered Rumblers over there, they are easy to kill and drop more motes.
For alchemists, my personal suggestion would be to farm for Primal Fire and do the transmute for Primal Fire to Primal Earth. It may take a bit more time in real life, but in the end a time saver in your game time. You'll spend a lot less time farming the earth. Mote of Fire is easily farmed in Blades Edge.
You need Revered status with the factions in Nagrand to purchase the recipe. Not too difficult actually.
I made a quick outline of where all the best places to farm motes are. Very useful if, like me, you are farming many of them for a recipe of some sort.

(Netherstorm) Mana Wraith - 36.60 and 31.73 (Anywhere above Area 52 and more below. While you're at it, kill the Nether Rays as well, they have just as good of a chance to drop and are mostly in the same area) - 25.8 -
Mote of Life:
(Zangarmarsh) I didn't find any specific place to farm for these because the zone is just rich with them. But I would suggest farming the Bogg/ Starving Bogg Lords and Fungal /Starving Fungal Giants because they are all very close. - The Spawning Glen (SW Zangarmarsh) and East of there is the Quagg Ridge - Very similar drop rates on all 4 mobs that I pointed out, 18.2 to 18.8 -
Mote of Shadow:
By far the most commonly found mote. This is dropped in almost every zone and can be easily farmed anywhere. But there may be a few exceptional areas just because npcs that drop them are close together, non-elite, and easy to kill. Here's one spot in a few that are exceptional:
(Nagrand) Voidspawn - Again, no specific coords, but all around Oshu'Gun, the bigass crystal SW Nagrand. - 18.4 -
Since Motes have a use function, you can drag them to your Action Bar to easily track how many you got while farming.

One of the many reasons that these go for so little is that:
1. Unless you are an engineer, you probably won't need many of these.
2. If you are a miner, adamanitite has a fairly reasonable chance to drop these.

fly on a flying mount while turning these into primal earths! i learned that the hard way...
My favorite place to farm these has got to be Southern Nagrand (on the edge of the continent, below Oshu'gun). The drop rate from the
is pretty decent, and they spawn quite frequently to boot.
Such a low drop rate but I had good success with Shattered Rumblers. There are so many on the edge of Nagrand that by the time you get to the end of the long row, the beginning ones are respawning. Click on Shattered Rumbler to see there location in Nagrand.

Empowered Earth Elemental
in Blade's Edge Mountains DOES drop Mote of Earth. It also oddly is skin-able, giving you even more Mote of Earth! It has a fairly fast respawn (~1 minutes), though with the scaling world it is a 110 mob for me but very very easy to kill.
The earth elementals in Nagrand (located between Oshu'gun and the edge of Nagrand) are still a somewhat decent place to farm for Motes of Earth, though you should bring a miner, considering their corpses are minable and far more likely to yield the motes than simply looting them upon a kill. A bonus is you can mine the few nodes that spawns in the area for an added chance of obtaining motes (remember to learn Outland mining though)
