Once you enter the instance, you have to ride without stopping untill you reach the road. That way you will run right into him. If that didn't work for some reason, you can run outside, reset the instance and try again. That is the quickest way to find him.

This formula has indeed a short respawn time. I was able to buy it twice in one instance run: 1st time - when I met him at the beginning of route, 2nd time - when I was leaving the alliance village
