Looks like the similiarly named Elemental Fury items dropped by trash in Naxxramas, but I can't remember this being among those.

I recall seeing this item from the Naxx trash list, regardless looking at the item level, this item can only come from Naxx.

This is just another item that didn't make the cut into the Live servers; In other words, it's unattainable. I don't know why Wowhead would be showing this now of all times. Data-mined maybe?

Actually I remember this item being shown on the early datamined item lists for AQ40, along with some Paladin bracers that didn't make it to any loot table either.

Taken the level requirement into account, these bracers are absolutely amazing.

Compare them to a level 70, Heroic drop from Steamvaults:
