Part of a series of items which were available with the opening of the gates of Ahn'Qiraj. As the "reward from" tag states, this came from a quest line which involved collecting different drops from chests and mobs. These gear pieces were generally on-par or better than T2 and didn't interfere with the slots for T2, which made them great. So you could get your 8/8 T2 bonus (back when tiers filled all slots) and still have these additional items.

First of all, even in Burning Crusade, there was an 8 piece tier set. It was called tier 6. Secondly, not all tier sets pre-BC were 8 slot sets. For example: ZG sets, AQ20 sets, and not to mention tier 3 was actually a 9 piece set (only primary tier set to include a ring).
