You need a Warlock voodoo doll as well as a Primal Hakkari Idol (from Bloodlord or Jin'Do) to obtain this. An NPC (Zanza the Restless) inside ZG will give you the Hoodoo Hex in exchange for the doll and idol. Also I believe you have to be at least friendly with the Zandalar tribe to get Zanza to talk to you.
Outlands Head Enchant (requires lvl 70 and Revered with Sha'tar)
22 Spell Damage, 14 Spell Hit
Leg Enchant (Made by Tailoring - Only Requires lvl 60 to be applied)
15 Stamina, 25 Spell Damage
There is one more leg enchant (the exalted with Scryers recipe), but its mats are insane and will make the enchant over priced for the small gains.
The ZG enchant in my oppinion is still only good for the head or if you are simply looking for a cheap enchant and have friends who are willing to help you out.
so, what does "does not stack with other enchantments" mean exactly? does it mean that i if i put it on a piece of equipment that is already enchanted, it will overwrite any preexisting enchant? its phrasing is confusing and if someone could make it clear for me, i'd appreciate it, thanks.
Does using this make the target item soulbound?
Using this on a Neverbind / BoE helm will cause it to be soulbound; same as all the other ZG enchants. (Head, atleast. Was a dork and didn't try pants, assume they're the same.)
I'm happy to see that these didn't turn into grey junk like the other "pure" helm arcanums did when head enchants were removed in 5.0.4. I still have a few of these left in my bank and they're still usable on the heirloom pants available in MOP. In the past I was able to use these old ZG enchants on my BOA headpieces and could mail them to alts with no problem. Even though the actual enchant doesn't activate for lowbie toons until level 60, it's still nice to have an enchant with a mix of useful stats while leveling.
Edit: Just to update, while these are still usable on heirloom legs they won't work as head enchants anymore. And for legs the various Leatherworking kits or Tailoring spellthreads give better stats for level 60+.
