Does this item unlock this "ability" account-wide, or do you need to purchase it on every alt? If the latter, can you buy it on all alts as soon as your main reaches rank 5 with the Archivist, or do you need to level the rep on every character?

Not account-wide atm.
Done a world quest on main and got the extra 25 anima then did the same wq on an alt and did not get the extra 25 anima.

You should no longer see this item on the vendor once you use it. To confirm you successfully used it, run this script:

It's not account wide, in the hotfix they said "专著：对心能物尽其用的研究 should now work on Korthia dailies, rares, and treasures as well as the Covenant Maw Assault quests."

Is the alleged hotfix that was supposed to make this work for your other characters not working for anyone else?

It's 8/20/2021 and this isn't giving anima to my other characters on the main license of my account, or the other license on my account.
The script that rodolpho posted above prints "false", though my main has bought this and is enjoying the extra anima.

EDIT: Going back and re-reading the 7/20 patch notes, it only says that the socket and conduit items become available acct-wide, nothing about this item. Therefore I don't believe it is currently meant to apply to alts. Hopefully this will change.

If you have a main that have been playing since season 1, all this item does is make ur bags even more of a problem. It gives a random 5 anima item everytime and prevents you from handing quests if your inventory is full. And doesnt work for alts, so kinda annoying.

I think I can clear up the account-wide business.

IF you are less than Tier 5, normally you can not buy this item.
However if one of your alts has purchased the item you will
be able to purchase the item even if you are level 4 or less. It's
account wide access to buying the item
