This item is given to your Dredger Butler though it's not part of any achievement related to teaching him things.
Having him learn the book will both clear any outstanding repair and restock quests in your Ember Court and will prevent any new ones from spawning after future Courts.
On top of it all, it's Account Bound so you can send it to any other character you have that is also a Venthyr to gain the above benefits.

When you hit exalted with the Ember Court, you can buy this. It has no use of it's own, but if you summon your 泥仆管家, they have a quest for it (被无视的聚会英雄) and you can turn it in with them in return for 补货责任. One less thing to use the Infused Rubies for...

Wowhead has very helpfully added the macro on the item's page to check if a toon has completed the quest from this item. I'm reposting here to save a click.

Macro to check if you've used the item before buying:

/run print(C_QuestLog.IsQuestFlaggedCompleted(63765))

Stating the obvious: You would have to get on an alt to run the macro to confirm if you still need to buy the item for them. Note: My alt had NOT finished the steps to get the Dredger Butler but was still able to give the item to the dredger butler pet the main Venthyr had gotten and did receive the benefit. However, if you want the benefit of the dredger butler during the court, you will need to finish their quest chain.

Helpfully there is now blue text at bottom of description which reads "This is intended to be purchased on a "main" Venthyr character to send to "alt" Venthyr characters to get a head-start on ember court progress". The same text appears on both of the items being sold for 85 rubies at exalted rep.
