I bought this earlier in the week and having completed all 3 torghast runs this week I did not receive any discounted hoards - the person I was running Torghast with did get these so it may be tied to 1 person per group?

This item appears to unlock the 征用的心能单元 for all characters on your Battle.net Account.

On my first run of Torghast on a new level 60, the 征用的心能单元 can be purchased from Broker Ve'Ken.

The vendor will sell a 征用的心能单元 for 5 幻灭心能. If more than 1 person in your group has 异常魅力放大镜, the vendor will still sell only 1 each time. Once someone buys it, it is out of stock for that particular floor. If I remember correctly, both the vendor on the 3rd and 6th floor will always sell 1.

Permanent Torghast upgrades are account-wide.
Permanent Maw upgrades are character-specific.
