This gives you 1 stack every 10 seconds for 1/3 of the trinkets total, after the third and final stack is applied it goes onto an internal cooldown until the minute is up and can be applied again.

So to confirm, 1/3 of the buff for 10 secs, 2/3 of the buff for 10 secs, the whole buff for another 10 secs, nothing for 30 secs. The text makes it sounds like the mages talent Incanter's Flow swelling and dropping off to swell again, but there is only the buff for 30 secs. It is not like Incanter's Fow.

This means for any class that wants to make the most out of the massive amount if crit for a short burst window they will want to hold off their cd's for at least 10-20 secs into a fight on lust pulls or line up the trinkets internal cd with their own cd's or procs.

There is one weak aura I was able to find that tracks the stacks and internal cd that might help.
