Dropped for me yesterday.
Like MW i have tested and no fweaving (Spinning, Rising, BKick or TPalm ) actives the proc just active with
Crackling Jade Lightning
Nice leech but just need to be active with that opener.

Dec 11th hotfixes: Consumptive Infusion trinket is now also triggered by damaging abilities, allowing Mistweaver abilities such as Rising Sun Kick to trigger it.

I've been loving this on Hpal. Just my normal trinket is enough to give about 15% leech to some specs, which is substantial healing even if it doesn't show up on the meters. For whatever reason Word of Glory does not apply the buff but Holy Shock does. It's easy to track when you have the "about to give the buff" buff so your next Shock will apply it, and you'll see it'll heal their whole health bar over a few seconds. Not sure it would scale up well in raid but in dungeons it cranks.

I got this trinket from heroic yesterday on my Shaman. It seems to be slightly bugged. The tooltip says that damaging will cause your next
single target heal
to grant leech. It does not proc from Healing Surge which is most certainly a single target healing spell. As of today, 12/18/20, it only procs on casts of Riptide or Heaving Wave.

Restoration druids proc this with either sun-/moonfire followed by a "single target heal" (tested):
Rejuvenation
Lifebloom
Regroth
Swiftmend
After successful application, you'll get a 30s debuff telling that you can't proc this. Those spells don't work: cenarion ward, wild groth, efflorescence, tranquility, yseras gift.
My ilvl 187 trinket will infuse 266 leech (12.13% for my druid) into the group member for 10s - sounds good to me. Since you'll want to apply sunfire frequently (M+), uptime should be high. Eventually, I'll add some dungeon healing data soon.
Had 36 procs during halls of atonement +5. Its difficult to assess the actual healing done via leech, but it looks minor (maybe around 1.3~2% of my total healing).

It's probably got a fairly decent effect. I can see it being very helpful with both Paladin and Blood DK tanks. Maybe Demon Hunters.
But, I suspect some healers may want to avoid running with this trinket.
Why? Because:
· You probably don't get credit for it on healing meters. (It's THEIR Leech which gets buffed) So any highly competitive groups may have their healers avoiding it, even though it may actually help the group succeed.
· Bugginess and failure to proc on what most definitely are "single target" heals.

I think what's happening is that it only gets triggered by spells that you need a restoration specialization for, at least on shamans. I wanted to use this as an elemental shaman, especially in fights with a lot of raid damage just to add some selfheal. (Like Council of Blood for example)
None of the spells available to an elemental shaman trigger it though, only the ones you specifically get by activating your restoration specialization trigger it.
Although, if druids can use regrowth to trigger it I might be wrong and that might only apply to shamans.

I see complaints about which spells do and do not proc it. (And I'm seriously grateful that people take the time to test these things!)
The description is definitely misleading. I'll give you that.
However... I can actually see a benefit in the trinket only proccing off certain, specific spells. Spells like Riptide (Shaman) are going to be used most of all on a Tank -- the one whom you WANT this helping, more than anyone else?

So testing on my Mistweaver (Night Fae). Covenant ability does not proc it, so do not rely on it.
Spinning Crane Kick and the other typical dps moves seem fine though.
However
for some reason Vivify does not consume the proc, but Enveloping Mist does. Sometimes I can get Renewing Mist to proc it, sometimes not. So while it likely won't be too much of a difference to most Mistweavers, just keep it in mind that you'll need to be using Enveloping Mists to get the benefit. Considering how much raid healing we can pump out, though, I can see this being very good for self-sustain.

I can confirm that it procs off Mindgames from Venthyr, it gave me just under 14% leech.
I'm a holy priest with a serious lack of other trinket options.
