My character has Inscription and the crafter's mark II cannot be used for anything that I can produce, including the two staves, even though the mark I can. I think that it is a bug. Even so, at present Scribes should perhaps not invest 300 Stygia in this item.

In case anyone else runs into this, I just hit Cordial and I went to buy the CMII only for it to still be locked. I was at Jailer's Eye level 2 btw.

Here's what I tried in sequence:

Closed dialog to Ve'nari and reopened it, tried again - still locked
Left and then returned to the Maw, tried again - still locked
Left the Maw, completely quit the game, logged back in and tried again - bingo, item was unlocked!

Beware that this can not be used on green crafted gear. That means currently it is useless for Enchanting and Inscription. It can be used on the BoP trinket for Alchemy to increase it from item level 165 to 168 so basically useless here too.

You can use the mark from one profession for another if your character happens to know two professions that can craft it so you can craft the cheaper one.
