To buy this item you need Venthyr 名望 lvl 11.

You get 名望 by doing your Covenant Campaign and by doing two weekly quests:

To know what is your renown lvl check the Keeper of Renown NPC in your Covenant Hall.
Venthyr: 蕾哈尔 located inside Sinfall near to Sanctum Upgrades.

Can you use it on any character once purchased? Can I use it on a level 1 character if I earned it with my max level character or a max character who is in a different covenant?

This is a hearthstone toy. It will return you to wherever your hearthstone is set, not to your covenant sanctum by default.

You can use it on any character once learned, regardless of level or covenant.

Just got this today. Kinda bummed that it doesn't hearth you to the covenant sanctum since getting to Sinfall is kind of a pain.

This actually could be useful because it frees up a slot in your bag.

You can put your hearthstone in the bank and use the toy instead.

Now if they'd just convert my Dalaren and Garison hearthstones to toys...

It's seriously funny how many people are bummed about the Venthyr Sinstone only taking them to their hearth location and complaining about how difficult it is to get to Sinfall.

1. This is no different than any of the other hearthstone toys. They ALWAYS take you to where you set your hearth.
2. If it's such a pain to get to Sinfall, you have a couple of choices, not the least of which is to set your hearth to Sinfall. Or set your hearth to Oribos and you will have access to both Sinfall and Stormwind.

It's not really that difficult.

Anyone else have no casting animation when using this? I have never seen the effect that is shown in the video :|

There seems to be a bug with the animation, the majority of the time I use it I don't see a casting animation or the sinstone floating around at all.

It's cool, but also kinda disappointed that it's not a Mirror that you activate. They travel by mirror, not sinstones.

DO NOT BUY THIS....if you have the 永恒旅者的炉石 toy. It is exactly the same thing as it is a toy, so you don't have to carry a stone in your bag. Also they share the same cooldown so you cannot use it as a second hearthstone. :'-(
