To buy this item you need Venthyr 名望 lvl 6.

You get 名望 by doing your Covenant Campaign and by doing two weekly quests:

To know what is your renown lvl check the Keeper of Renown NPC in your Covenant Hall.
Venthyr: 蕾哈尔 located inside Sinfall near to Sanctum Upgrades.

Just to let you know, using this transmog will completely hide your Weapons (possibly even shields) sheathed on the back. Only One handed weapons sheathed on the hip and offhands remain visible.

It's also important to note, that characters which are not Venthyr can not use this transmog.

Someone might find this usefull, while doing mog. It totally screwed up mine, becase the weapon was important.
