I just bought this from Adjutant Nikos in Bastion... i am revered with The Ascended and honored with The Avowed so it must still require Avowed rep.
I just got revered and went to go buy and it says i need runecarving too but I have runecarving unlocked I just havent made an item yet because I dont have 2000 soul ashe for the shoulders I want to make. Was going to put this in but I guess I cant? how do i get this

This legendary is a trap - it does not scale with Attack/Spellpowe, only with Versatility, meaning that the stronger we get - the more useless it becomes.
I just purchased this with being revered with the Ascended and Neutral with the Avowed.
Tested this pretty thoroughly.

The most effective use would be to have a bunch of melee in a raid with this. Melee, not because of the 20 yard range, but because the arc goes from player to player. So, you want those players as close to the boss as possible and as evenly spaced around the boss as possible, so that the arc's path will clip its hit box no matter which pair of players it arcs between.
It could well be worth it if you get the melee dps in a 25-man to get in on this, because then you might have enough folks that it'd be a DPS gain even as players move around and mess up the arcs. But good luck getting that set up. If you're looking for something to give your small band of well-organized buddies an advantage, this isn't it.
