You have a low chance to obtain duty-bound set items by:

Completing Maldraxxus world quests while Unity is with you.
Turning in calling quests while Unity is with you.

You must have a level 5 stitchyard to unlock Unity.

After many days searching and following other comments, today I can confirm that this set items drops in Maldraxxus world quests only, Blizzard will auto selected one world quest in Maldraxxus in unknow day, when any Necolord will complete that quest while 团结 with him, he will get one of Unity set, I did that with my necolord main and got shoulder, then I went with my necolord alt directly to that quest and complete it and got glove.
