Appeared as an extra listed quest reward this week for 遗留之物. This will be the 3rd item from this set I've received as an "extra" reward from a weekly (others were waist and wrist). I assume its just a chance that one of the weeklies will include an extra reward for one of the slots of the set (last week got no items). For this reason be sure to look at the rewards before deciding whether or not to do a particular weekly with your constructs. Not sure what, if any, impact it has but my factory is Tier 3.

One of the possible rewards for Chordy quests along with 缝合战略家的斗披 and 缝合先驱的大氅 but one is not eligible to loot it as a cloth wearer.

It's possible to get this one as leather.

You can learn all 4 cloaks between rogue, hunter, DK and priest .
