This is part of the Daily Callings system.
And what is this? Is the new way for the Emissaries system it was in BfA.
So every day you will have a new “calling” to complete some task (is not always worldquests as it was in BfA, some are complete world quest, some are kill rares, some are find treasure chests on map, some are dungeoning) and once you complete the task and hand in the calling you will receive something like a box.
What can you find inside those box-alike? Always 2 things: Anima items and Gold (a grey item you can sell for cash), and sometimes a 3rd thing as a gear piece.
The item level of the gear piece will change depending on your renown level, item level, and the general normal raid level available.

It can also drop conduits.
just got my Epic Crash the Ramparts from this. I was only getting grey items until today.
x 4 (561g)
1500 Rep w/ The Ascended
So 1599g and a Conduit. Not entirely bad.
Today i got
in a item version but with a itemlevel of 184 also 4x
As so many have noted, the vast majority of these drop just grey items. Usually those items add up to 1500 or more gold, and a few times it's been over 2k gold. I've been doing this fairly regularly for a couple of months, and I've seen one blue conduit along with all the grey (but expensive) trash.
I'm usually doing World Quests for anima, so I haven't minded adding this, especially when completing WQ. Adding that gold to the anima and other rewards for WQ is a nice bonus. Getting something other than grey trash is an even better bonus.
I just assumed Blizzard made the items expensive greys bc their aim was for us to get gold. Why they don't just hand us the gold? No idea. I long ago gave up trying to figure out the logic of Blizzard developers. It's like nothing I've seen elsewhere.
These don't seem to drop conduits anymore as of 9.1
