To buy this item you need Night Fae 名望 lvl 3.

You get 名望 by doing your Covenant Campaign and by doing two weekly quests:

Came to add: If you have this appearance selected and you have a weapon that goes across your back, like a staff or a polearm, your weapon will no longer appear when it is sheathed, you can pull it out still with z, but as a caster you no longer see it while you are casting. Not horrible, but just a consideration. Still looks great!

So far, I found 3 different Night Fae Back/Cloak transmogs like that.

1. 魅夜朝臣的球茎 - Butterfly wing w/ animation
2. 法夜纺织背包 - Backpack
3. 寒冬纺织虬枝 - a'la wings.

All of them cost the same, 3,500 贮藏心能
All 3 of them have their own requirements, that you should meet just by progressing through the storyline and doing your daily events.

Do you need to be level 60 to see/use this transmog? Or are they rep gated?

Because I bought this on my level 60 Hunter as I wanted to use it on my Druid (who's level 52 and also in the Night Fae) and it doesn't appear in the transmog list for my Druid.

EDIT: My Druid is now level 60 and still cannot access this transmog when I buy it on my Hunter despite my Druid also being Night Fae.
