I have this on my Enhancement Shaman and it has performed very well for me. The proc rate on it does not seem to be bad at all. I can usually count on one every other fight or so. I have had dry spells like most procs, and I have had times where the proc would occur consecutively. Overall I would say this is a great weapon twink or not considering that it is not to difficult to obtain.
Also something of note about the proc is that I have had it parried which leads me to assume that it could also be dodged or blocked. The damage is also mitigated by armor.

The proc from this weapon can crit. CritLine shows my highest recorded "Wound" critical hit as 309.

Greeded the mace without reading what it does real closely while I was wielding

on my feral (cat) druid. Won the roll and started to wonder how the two compared.
Of course, the first thing to note is that its ability does proc off melee attacks in feral form.
How often, though, is the key to how good the weapon is and that's tough to gauge. Just observing recount statistics, so by their very nature of collecting statistics from a single source, there is a lot of variance. However, as a cat with an attack speed of 1.00, "wound" seems to proc anywhere from 1/80 to 1/40 basic melee attacks. Even having watched the statistics for 1000s of attacks over several levels, I don't feel comfortable trying to claim any more accuracy than that since my level changed from 50-55, the opponents ranged from level 48 in Felwood to level 60 in Silithus and I observed it while continuing to fine tune an attack rotation using special attacks which also proc the ability. Just plain too many variables for me to account for.
But lets run with what I do have for the benefit of any cat druids who might be wondering if this is any good. Keep in mind that attack speed 1.00 makes our math relatively easy. Whatever proc rate the wound has, we just multiply the damage (160) by the proc rate (say 1/80, for example) to get our dps boost, i.e. if the proc rate is 1/80, then the weapon gives us +2dps. How good is that? Consider that for us, 7STR = 14ap = 1dps. So +2dps would be, effectively, about the same as +14STR.
For that reason, most combat classes should consider the 1.7 dmg increase the Scepter has over
Stoneraven
to be worth something . . . worth about 23.8 attack power, in fact. However, for feral druids, until we reach the magic 54.8dps number on a weapon, the actual damage it does is worth exactly squat. All we care about are the ability boosts and proc effects.
Given my numbers, I'd guess the wound procs frequently enough to be worth between +2 and +4dps . . . somewhere between 28 and 56ap. Which is a a big range. I'd like to narrow it down.
I did read somewhere in trying to figure out the weapon that when attacking with it normally, it has a 5% chance to proc. I guess they even said that's pretty standard for weapon proc abilities. Maybe. But still irrelevant for druids in feral form. Can you imagine a 5% proc rate on +160dmg at attack speed 1.00? That would be the equivelant of adding 112ap onto the weapon! I've decided I like the weapon, but it's not that good. And at no time did I ever get a proc rate anywhere near 1/20.
More likely the 5% proc rate for the weapon at speed 3.4 was converted to a proc per minute rate for druids in feral form. A 5% proc rate on a speed 3.4 weapon translates to about .88 ppm. Translating that to a speed 1.00 cat form, you get a rate of about 1/69, which fits what I was seeing in recount. Of course, it's always possible that rather than calculate an exact proc rate, they just give the weapon a 1ppm rate regardless of it's speed, which amounts to about a 5% proc rate at speed 3.4 and would mean a 1/60 proc rate for cats. Often a little bit better if it procs off special attacks like rake, rip, ferocious bite et. al. That number jives with what I saw from recount too.
In any case, it looks like the 160 point wound proc adds up to about the equivelant of getting somewhere in the order of +50ap on your weapon.
How does that compare to
Stoneraven
? Well, the polearm gives +39ap (13STR,13AGI) +150health (15STA) about .5% crit (13AGI) and some amount of dodge and health regen.
I guess you have to ask yourself how much you need the health and crit. At level 55, in Silithus, with 3800 health, I have sufficient to take on one or two level 60 cultist at a time. 150 health will not be sufficient to let me take on three at a time. Losing the crit from Stoneraven's AGI drops me from 30% to 29.5%. A shaman friend of mine was telling me how huge 1/2% crit is . . . and in the context of many classes it might be. Feral druids get it from
1/4 talent point
. And yet, what do I get for giving up that 1/2%? 11ap (eq.) and an armor reduction proc? I guess it procs about three times more often than 1/2% . . .
In the end, it probably doesn't matter. The point is that whatever else might be available, this is a pretty awesome weapon, on par with other good weapons that should last a cat druid from the late 40s to the Outland. If you get it this about as early is you can, enchant it up and have fun. My suggestion is to don't bother spending gold to enchant up some other weapon that's only going to be marginally better.
Or if you already have a weapon this good, enchant that one up and when this one drops, you can let someone else have it.

I picked this up for my feral druid. Being feral, the damage/DPS doesn't count for much, but the proc is very nice.
A guildie and I ran Maraudon Inner in a PuG back when we were both low 40's, and I greeded it mostly because I wasn't really paying attention... The guild-mate (mage) won the greed roll, and then asked me later if I wanted it since he had no use for it. I had to level for a bit before I could use it - think I was 44 at the time.
If it had +str, +agi or +ap, this would totally be a feral druid piece. And with the lowered armor the mobs die faster too. I agree with mtwcmarsh, for a feral druid the weapon is meh compared to other stuff you might find at about the same level. Other druid specs, or other classes that can wield maces, would find it very useful however.

Wasn't the damage of this weapon reduced in 4.0.3 because the level range of Maraudon dropped?

If you're farming this item; I recommend following these simple steps:
0). Make an equip-set that is completely blank (no items equipped) and call it "X"
(it really makes no difference what you call it)
. Also; make sure you have enough bag space to hold all your equipped gear (and a few extra spaces, for good measure), before you head to the instance.
1). Head inside Maraudon via the "Earth Song Falls" (Inner) entrance.
2). Head to the Princess, kill her, loot her...
3). Equip set "X"
(or whatever you named the blank set, in step 0)
.
4). Jump off the nearby falls and let Rotgrip kill you (face your back to him, to speed this up a bit).
5). Release and run back to the "The Wicked Grotto" (Purple) entrance, to res yourself.
6). Re-equip your gear, step back out of the instance and use:/run ResetInstances()
7). Repeat from step 1.
