The Rank 3 buff to make Reaping Flames deal 100% increased damage on its next use is 收割火焰 (buff id 311202), and the buff lasts 30 seconds. Also, as long as you continue to kill your target with Reaping Flames, you will continue to get the buff. (Thus, it behaves differently than the Crucible of Flame major ability 火红烈焰, which resets the damage increase after the third use (i.e., base damage, then +100% damage, then +200% damage; then back to base damage).
