Do these even drop if you're not on the quest to unlock crypts?
The mobs that are constantly dropping these for me are the Confirmed Dredgers. They spawn on top of Grand Inquisitor Aurica constantly and every pull is 1-2 keys for me. Happy hunting!
Some of the things I've received after opening crypts:
companion who follows you around.
who dropped around 50-60 Sinstones.
who sells a range of random items.
who drops around 30 Sinstones.
who isn't attackable and just leaves.
containing a random range of items.

Forgotten Mirror, walk through to loot Forgotten Nobleman's Chest.
Guarantor is by far the most common thing to find.
Some of the chests also included more Crypt Keys.
Is it just me or is this whole mechanic a waste of time
Here's what you want to do to increase the drop rate of the atonement crypt keys.
Go to Caretaker Pancha at 72.2 49.6. Beside her will be a ghost and a bell. The ghost you want is Gahiji the Tomb Raider. Ringing the bell will grant a 20 minute buff
allowing a greater drop rate for keys. It will cost you 30
to repair and ring the bell.
The ghost beside Pancha will spawn for 30 minutes, along with their corresponding bell. The ghost will then despawn and there won't be any ghost for another 30 minutes. When I was checking, the ghosts would spawn at half past every hour.
Realm hopping didn't produce different results. When no ghost was present on my server, neither were there any on other servers. When a ghost was up, it was the same one on other servers. Also, the ghosts spawn randomly. In 4 hours, I had Ick the Illiterate spawn twice.
Edit: Had Gahiji spawn for me on two occasions, rang the bell, and ground out 6 keys the first run, and 9 the second, while the buff lasted. Since the drop rate was nerfed, this seems to be the best way to obtain the keys.
I am probably just going psychotic trying to farm these without the bell buff, but I swear these had a higher drop rate when none were in my bags, ie. every time one dropped, I immediately opened a crypt and went back to farming.
DON'T forget your rubies. Had forgotten to start that part first and found the vendor on the 15th door only to realize I didn't have the currency.
If you have a buff Atonement of the Defiler with a ghost Gahiji the Tomb Raider, the keys drop from all opponents on Halls of Atonement (area no dungeon)
So in 1 spawn time he was up at the bell I got like 20 keys. Its all about just checking every 1 hour, hoping its up. Also for some reason my threatplates addon shows which mob will 100% drop a key on kill, so you could farm more efficient. So mobs shows they have a key debuff which always dropped key for me, so just fly around and look for a key debuff. Also when my first buff ran out after 20 mins, I could re-ding the bell for 2nd buff with a realm hop.
Edit: Okay I got this down to min-max level. If only the game was not a dead piece of !@#$ that even the developers dont seem to like having as job :( If there was enough groups up to realm hop to, you could likely get 30-40 keys easily in 40 minutes, which is the max you can get through 1 up-time. So the trick is get threatplates, it shows what mob has the buff, AND! then you only fly around killing the mobs that 100% drop the key AND! then you realm-hop and fly again. Also for some reason debuffed mobs mostly around the bell areas, but I also flew around the whole areas - Got 11 keys in 20 minutes, even with only 2 realmhops...Again no group is up, even in-prime EU 18:30...
what none of the comments here seem to say is that you won't even see this NCP until you have some at least up to
Missing Stone Fiend
which is part of the
quest chain. I spent quite some time looking for this NCP until I realised I needed to do this. so don't be like me, do the chain first.
I've never seen anything like this. I'm pretty confident you could pull every mob in the Halls of Atonement area and not have a single key drop.
I really really hate this crop of terrible game designers that made this xpac...
I found 4 of these in my bag. What is it used for? Also I'm necrolord so do these matter to me?
Why did the devs insist on making the item with such low drop rate? So low that we can hardly complete
Might be my bad RNG luck, but I killed about 100 Confirmed Dredgers and no key dropped, after consistently getting keys. This makes me believe that these might be capped at about 20-25 per day.

, doing a fair bit of dmg; for a bodyguard npc that is. They can sometimes accidentally aggro other mobs around them so do be mindful.

Friendly NPC repair vendor. This guy does not give you a lot of time to browse his wares and runs off pretty fast, so be quick about your business.

A standard Revendreth mirror that transported me to the closed off house @
. After taking the mirror, there will be a

in direct view. Similar to the
chest, this will drop some
, various potions, crafting reagents / uncommons and some trash items.
Additionally has a chance to drop a rare/epic.
Interestingly, you can proximity aggro mobs through the door, and both enter and exit the house with a
spell; however the treasure will not spawn should you decide to enter the house in this manner. If you take the mirror after sneaking in, you'll be teleported to Cryptkeeper Kassir @70,56 inside the crypt area.
A weapon rack that when looted, has a chance to drop a blue/purple

to be found here, unfortunately.

and one trash item.
I started keeping track after kicking in some 8-9 crypts; so through the highly scientifical skill of advanced chat scrolling I was somewhat able to retrace my drops and thereby the corresponding mob/treasure.
"rewards" don't log any entries in the chat and thus my best estimate of the range will have to do for the first few crypts. :)
