You'll only start getting 战斗召唤勋章 as bonus rewards from Call to Arms quests after you have Rank 2 of 空间涟漪 (耐久的战场纪念品, which is purchaseable after completing 两线对决). Don't turn in your Call to Arms quests before activating it. You can get 2 per week at most.

Major Power: 空间涟漪 (Instant, 1 min cooldown)

Rank 1: Create an Azerite beacon at a target location. After 4 sec, the Heart of Azeroth will relocate you to this beacon and deal 4458 Fire damage to all nearby enemies.
Rank 2: Create an Azerite beacon at a target location. After 2 sec, the Heart of Azeroth will relocate you to this beacon and deal 4458 Fire damage to all nearby enemies.
Rank 3: Create an Azerite beacon at a target location. After 2 sec, the Heart of Azeroth will relocate you to this beacon and deal 4458 Fire damage to all nearby enemies. For 10 sec after being relocated, you take 10% reduced damage.

You don't need to have the 10 CtA Distinctions and 50 Nazjatar Battle Commendations in your bags to purchase this item, as long as you have the correct total of each, even if they are in your bank you will still be able to purchase it. This can save you a trip back to your bank to get the items.
