I am not entirely sure this is going to be of any value at all, except perhaps to holy paladins. I say that , because you get some nice early offensive power such as Crucible of Flame, which at legendary rank 4 can do some serious damage, and you align that with another offensive power Breath of Dying and you have some seriously nice damage output. I wouldn't know why you would be trying to conserve mana etc, when you have such large damage hitting abilities that actually saves you mana. I was pretty underwhelmed when i received this item.

You're not crazy; your Dracthyr won't get this item as the standard reward from the quest -- it doesn't seem to be in the necklace's ability list for Evokers.
